MEMORANDUM OF AGREEMENT BETWEEN THE GOVERNMENT OF THE REPUBLIC OF CHINA (TAIWAN) AND THE GOVERNMENT OF THE KINGDOM OF SWAZILAND ON MEDICAL COOPERATION

The government of the Republic of China (Taiwan) and the
government of the Kingdom of Swaziland (hereinafter referred to
as "the Contracting Parties" );
Desiring to strengthen and consolidate the existing friendly and
cooperative relations between the two countries through the
promotion of medical cooperation;
HEREBY AGREE as follows:
ARTICLE I THE MISSION
a) The government of the Republic of China (Taiwan)
agrees to dispatch a Medical Mission (hereinafter
referred to as the "Mission" )to serve in the
Kingdom of Swaziland.
b) The number of personnel, area(s) of expertise, as
well as the work content and location of the
Mission shall be decided by the Contracting
Parties.
ARTICLE II THE PURPOSE OF THE MISSION
With the close cooperation of the government of
Swaziland, the Mission is to:
a) provide therapeutic and preventive medical
services, excluding matters related to forensic
medicine, and
b) offer up-to-date knowledge of medical and public
health practices in order to improve the medical
care standards for the people of Swaziland.
ARTICLE III DUTIES OF THE GOVERNMENT OF THE KINGDOM OF
SWAZILAND
The government of the Kingdom of Swaziland agrees
to provide administrative support necessary for the
Mission as follows:
(1)provide Mission members free of charge with
transport, furnished offices and housing
complete with water and electricity,
(2)exempt the Mission from all import tariffs,
duties and other taxes on the medicine, medical
equipment, vehicles and other materials required
for the work of the Mission, and facilitate
customs clearance,
(3)grant Mission members the same courteous
treatment as is accorded to the personnel of any
third nation or of any international
organization serving in the field of technical
cooperation in the Kingdom of Swaziland,
(4)exempt Mission members from taxes on their
salaries and allowances, and
(5)exempt Mission members and their dependants from
all import/export tariffs, duties and other
taxes on their personal and household effects.
ARTICLE IV TRAINING
The government of the Republic of China (Taiwan)
agrees to assist medical and hospital personnel of
the Kingdom of Swaziland to undergo advanced
training in Taiwan. The number of trainees and
content of the advanced training courses shall be
decided by the Contracting Parties on an annual
basis.
ARTICLE V FINANCIAL OBLIGATIONS
The Contracting Parties agree that the costs for
dispatching the above mentioned Medical Mission and
the expenditures for the advanced training shall be
financed by the bilateral cooperation budget between
the Republic of China (Taiwan) and the Kingdom of
Swaziland.
ARTICLE VI SETTLEMENT OF DISPUTES
The Contracting Parties shall handle matters not
stipulated in this Memorandum of Agreement and
settle all disputes by means of friendly
consultation.
ARTICLE VII AMENDMENT OF AGREEMENT
This Memorandum of Agreement may be amended with
the mutual consent of the Contracting Parties
through the exchange of diplomatic notes.
ARTICLE VIII OPERATION OF AGREEMENT
This Memorandum of Agreement shall enter into
force on the date of signature and shall remain in
force for a period of five (5) years.
ARTICLE IX EXTENSION OF AGREEMENT
This Memorandum of Agreement shall be extended
automatically for periods of five (5) years each
unless either Contracting Party objects in writing
at least three (3) months prior to the expiration of
the memorandum period in progress.
IN WITNESS WHEREOF, THE UNDERSIGNED, BEING DULY AUTHORISED
THERETO BY THEIR RESPECTIVE GOVERNMENT, HAVE SIGNED THIS
MEMORANDUM OF AGREEMENT.
DONE IN DUPLICATE IN CHINESE AND ENGLISH, BOTH TEXTS BEING
EQUALLY AUTHENTIC, AT TAIPEI ON THIS EIGHTH DAY OF THE NINTH
MONTH OF THE NINETY SIXTH YEAR OF THE REPUBLIC OF CHINA
(TAIWAN), CORRESPONDING TO THE EIGHTH DAY OF SEPTEMBER OF THE
YEAR OF TWO THOUSAND AND SEVEN.
