In accordance with article 6 of the Universal Postal Convention
(HAMBURG 1984).
The Ministry of communications in the Hashemite kingdm of Jordan
and the Postal Administration of the Republic of China have agr-
eed to regulate the arrangements for collection, Transportation
and delivery of mumtazpost/ speedpost between them in the utmost
possible speed.

ARTICE 1
SCOPE OF SERVICE
In this agreement, the following expressions shall have the mea-
ning indi- cated herebelow;
1- The Scope of this service; The Hashemite Kingdom of Jordan -
The capital Amman in the first stage only.
2- The Administration - The Post Administration signing this ag-
reemt.
3- Articles - all articles stated in this agreement or any part
of any article included in the agree ment.
4- The agreement - the convention of the universal postal union
enacted and signed in every conference of the UP U.
5- Details of concluding the agreement - All those relating to
the universal postal convention enacted by the congress of t-
he U P U from time to time and adopted by the countries sign-
atory to this agreement.

ARTICLE 2
THE FIELD OF SERVICE
1- The present service shall be restricted to letter post items,
documents and commercial specimen with no value.
2- This service begins between the administration of the two co-
untries as from November 1,1986.

ARTICLE 3
THE KIND OF SERVICE
This service will be available on demand of the client (the Sen-
der) . Against paying the fees defined according to the rates of
the postal tariff of the concerned administrations.

ARTICLE 4
SERVICE DEFINITION
The two administrations which agreed to exchange this service m-
ust use distinguished labels of orange and blue colours.

ARTICLE 5
LIMITS OF WEIGHTS AND SIZES
service will be available on of the client (the Sender) .
1- Maximum weight of the item must be 10 kilogrammes.
2- The maximum of sizes must be as stated in the conventidn of
the universal postal union.

ARTICLE 6
PROHIBITION
1- Prohibitions are to be considered in view of article 36 of t-
he U P U convention unless it contradicts with the national
legislation Of the ad- ministrations included in this agreem-
ent.
2- Items shall be subjected to all restrictions that may be app-
lied from time to time.

ARTICLE 7
SCHEDULES OF AIR CONVEYANCE
1- Every administration shall provide the other administration
with schedules of air conveyance
2- In case any modifications in the schedules occurs, the admi-
nistration shall send a notibcation to the other administrat-
ion.

ARTICLE 8
CHARGES
1- Every administration shall declare clearly the decided charg-
es of this service in every country.
2- The administration of destination shall not collect any deli-
very charges from the addressees of items.

ARTICLE 9
CONDITIONS OF PACKING
Every item of mumtazpost shall contain the following.
1- The address of sender and addressees must be clear and perfe-
ct.
2- The item must be well packed with its contents clearly stated
.
3- The label of mumtazpost must be rightly stuck on the item.

ARTICLE 10
THE CUSTOMS PROCEDURES
1- Each item of mumtazpost shall meet all customs requirements.
The sender must show the bill when he is asked.
The administration does not bear any responsibility regarding
the customs procedures.
2- The green label (Cl)must be stuck on the item of commercial
specimen.

ARTICLE 11
EXCHANGE OFFICES - FORMS
1- THE OTHER administration shall be notified of the name of the
post office dealing with this service
2- The form C 12 must be sent with each despatch and the bags to
be stated clearly on the delivery list.

ARTICLE 12
EXCHANGE OF INFORMATION
The administrations dealing with this service shall cooperate in
providing the necessary required information and the number of
the telephone and telex to be used in case of the need for furt-
her detailed explanations.

ARTICLE 13
PROCEDURE OF THE ORIGIN POST OFFICE
The origin post office must be sure of the following;
1- The name of the destination post office to be written clearly
and must observe strictly the context of articles 9 and 10.
2- The list of delivery(AV7)and the despatch (C12) must bear the
word Mumtazpost.
3- Items of Mumtazpost must be put in the special bag assigned
to it.
4- Mumtazpost bag must be well and tightly closed with the label
on its neck on which the number and date of the despatch are
written together with the names of the Origin and destination
post offices.

ARTICLE 14
TERMINALS (COSTS)- SETTLEMENTS
1- Costs of internal air conveyance or terminal dues shall not
be applicable to Mumtazpost items. Only fees of one service
for number of exchanged items with the other administation a-
re to be collected.
2- The settlement due fees of this service is annually calculat-
ed and as from the first of January to the 31st of December
provided that the final financial settlement must be made on
the first day of April.
The first financial settlement begins as from the date of enter-
ing this agreement into force.

ARTICLE 15
ENQUIRIES
1- Each administration accepts the enquiries concerning the fate
of Mumtazpost mail.
2- The sender has the right in case of undelivered item to enqu-
ire about its fate within the period not exceeding 120 days
from the second day of posting it.

ARTICLE 16
LIABILTY - COMPENSATION
1- Each administration shall assume the liability of protecting
Mumtazpost items from loss or damage.
2- In case of any loss or damage the administration applies art-
icles of the convention of the universal postal union.
3. In case of delaying the delivering of the item by fault betw-
een the two administrations, the administration of the origin
shall refund the fees to the sender.But if this delay is cau-
sed by the administration of the destination it shall reimbu-
rse the refunded fees to the administration of origin.

ARTICLE 17
DELIVERY
1- The administration of destination shall deliver the items to
the addressees as quickly as possible.
2- Each administration undertakes to take all steps to expedite
to the utmost the customs clearance.

ARTICLE 18
PROCEDURES OF DESTINATION POST OFFICE
The destination post office on receiving any despatch shall pre-
cisely examine the following.
1- The delivery form(AV7).
2- The contents of the despatch in view of the form (C12).In ca-
se of any shortage the destination must notify the origin by
telephone or telex in addition to taking the necessary postal
steps.

ARTICLE 19
UNDELIVERABLE ITEMS - RETURN OF ITEMS TO ORIGIN

1- In case the destination post office fails for reason to deli-
ver the item to the addressee it should be returned to the o-
rigin immediately unless it is being confiscated according to
the regulations of the country of origin.
2- An item refused by the addressee shall be returned immediate-
ly to the administration of origin.

ARTICLE 20
NATIONAL LEGISLATIONS
This agreement shall not contradict with the legislation of any
country practising this service.

ARTICLE 21
PROFIT OF SERVICE
Each administration has the right to take the necessary, steps
for protecting this service profit after signing the Mumtazpost
agreement.

ARTICLE 22
TEMPORARY SUSPENSION OF SERVICE
If any administration finds itself obliged to suspend its servi-
ce temporary, it shall notify the other administration by a cab-
le, undelivered items shall be returned by air to the administr-
ation of origin fiee of charge

ARTICLE 23
MODIFICATION OF THE AGREEMENT
The two administrations concerned shall have the right any time
and by exchange of letters, to agree to modify any term in this
agreement.

ARTICLE 24
TERMINATION OF THE AGREEMENT
1- Each administration shall have the right at any time to term-
inate this agreement by notifying the other administration in
writing within a period of not less than three months.
2- The termination of the agreement shall come into force after
performing the settlement of aceounts relating to this servi-
ce.

ARTICLE 25
ENTRY INTO FORCE AWD DURATION OF THIS AGREEMENT
1- This agreement shall come into force as soon as it is signed
and shall remain in operation for an unlimited time.
2- In witness whereof the ministry of communications in the Has-
hemite kingdom of Jordan and the postal administration of the
Republic of China have signed this agreement.
