Preamble:
In recognition of the mutual interest in strengthening technical
cooperation and facilitating trade between the Republic of China
(R.O.C) and the Kingdom of Saudi Arabia, an agreement has been
reached between the Bureau of Standards, Metrology and Inspecti-
on (BSMI) and the Saudi Arabian Standards Organization (SASO) to
renew and extend mutual technical cooperation program in the fi-
elds of standardization, certification, quality assurance and a-
ccreditation of services.
And in response to the common desire of both parties, the follo-
wing technical cooperation program has been signed on April 4, 2

1- The Bureau of Standards, Metrology and Inspection (BSMI) rep-
resented by His Excellency Mr. Neng-Jong Lin, the Director G-
eneral ........ (First Party);
2- The Saudi Arabian Standards Organizations (SASO) represented
by His Excellency Dr. Khaled Y.A1-Khalaf, the Director Gener-
al .......... (Second party);
for technical cooperation between them as follows:

Frist:The First Party shall assist the Second Party in the foll-
owing fields:
1- Various standardization activities including preparati-
on of standards, metrology and calibration, quality co-
ntrol and laboratories among others.
2- To train some of the Second Party employees in various
standardization filds especially in the fields of elec-
tronics, electrical equipment, mechanical, and enginee-
ring products, textile, and quality control in accorda-
nce with the program to be laid down by the Second Par-
ty provided that this program is coordinated in advance
between both parties. Ths First Party shall provide all
training facilities, internal travel, and accommodation
for trainess during their stay in R.O.C. and the Second
Party shall bear airplane tickets and delegation expen-
ses of his employees.
3- To participate in organizing seminars, symposia and fi-
eld visits in various standardization fields inside the
Kingdom of Saudi Arabia and abroad.
4- To support SASO ICCP Program management in:
a) Evaluating the equivalency of Saudi standards to the
Taiwanese or other international standards and iden-
tifying ths Saudi Arabian National Deviations (SANDS
).
b) Sharing information about deceptive or fraudulent e-
xporters and laboratories.
c) Saring information about deceptive of fraudulent ex-
porters and laboratories.
d) Should the need arise, the Second Party may solicit
the inspection or other technical services of the Fi-
rst Party for specific Regulated products, exporters
and/or inspection locations in accordance with mutua-
lly agreed terms.
Second: The First party shall:
1- Appoint a resident expert in Riyadh to work with the
Second Party for 12 man/month per year in any of the
various standardization fields to be specified by ag-
reement of both parties and as coordinator of the Fi-
rst party side in this program.
2- Appoint short term experts to work with the Second P-
arty depending on the Second Party's request and the
First Party's budget, in various standardization fie-
lds to be defined by the Second Party.
Third:Experts selected by the First party are subject to Second
Party agreement before assuming theri work with the Second
Party. The Second Party is entitled to request change of
any expert whose performance proves to the unsatisfactory.
Fourth:Duties of the Resident Expert in Riyadh shall be as foll-
ows:
1- To coordinate the execution of all item agreed upon w-
ith the First Party.
2- To work as liaision officer between the First Party a-
nd the Second Party.
3- To give advice in matters relating to systems in force
at present in the above-mentioned fields and suggest
execution priority order for the Second Party in the
light of results achieved by him.
4- To prepare a framework of performance and help short
term experts carry out the duties assigned to them up-
on the Second Party's consent.
5- To help the Second Padty in preparing and organizing
training program, and arrange for field visits to con-
cerned technical institutes, laboratories and foctori-
es inside the Kingdom of Saudi araia and abroad.
Fifth:The Second Pafty will annually allocate the sum of SR. 950
,000.00 (Nin hundred Fifty Thousand Saudi Riyals) for the
execution of this program, to be spent as follows:
1- Subsidiary services (technicians, secretaries, transla-
tors, drivers and others).
2- Travel expenses, office furniture and stationery, appl-
iances, and testing materials to carry out research wo-
rk and duties mentioned in this program.
3- furnished housing, local transportation, medical treat-
ment at government hospitals in accordance with medical
rules in force in the Kingdom.
4- Any other expenses necessary to execute this program.
Provided that the Second party pays necessary funds accor-
ding to the needs of the First Party.
Sixth:1) Working hours for these experts are in accordance with
the Second Pafty officeial work hours.
2) In addition to official holidays of the Kingdom of Sau-
di Arabia, the resident expert is entitled to a five w-
eeks annual vacation provided that he enjoys it at the
agreeable time for both parties.
Seventh:The duration of this program is 36 Gragorian months as
of the date of its signature and is automtically renewa-
ble unless either party has objection to this effect.
Eighth:1) The First Party shall notify the Second Party - in wr-
iting - of any circumstances that make it impossible
for him to caryy out this program ins due time.
2) Either party may cancel this program, if found to be
of no use, or should circumstances so demand, on cond-
ition that the desirous party gives the other party o-
ne month notice at least.
Ninth: This program has been identically mode in Chinese, Arabic
and English languages, in eighteen copies 9six of each l
anguage), of which one copy of each is given to the repr-
esentative of the First Party after being signed on the
date mentioned in the first page of this program. Any do-
ubt arising from the interpretation of this agreement sh-
all be subject to the English edition.
