1.Signed on November 15,1991; Entered into force on November 15,1991.
 
PREAMBLE :
The Government of the Republic of China, hereafter referred to
as the R.O.C., and the Government of the Republic of South Afri-
ca, hereafter referred to as the R.S.A., in the desire to create
more favorable conditions for:
 greater economic cooperation and mutual benefit of companies
and residents of the R.O.C, and the R.S.A. when investing in
each other's country. For this purpose, the two Governments
have concluded the following:
AGREEMENT:
1. The Government of R.O.C. and the Government of R.S.A. will e-
ach take the necessary steps to exchange information on the
investment environment and incentives of both countries and
this infbrmation will be made available to potential investo-
rs in their respective countries.
2. The Government of R.O.C. and the Government of R.S.A. will t-
ake all measures possible to maintain and improve the invest-
ment climate in their respective countries.
3. The Government of R.O.C. and the Government of R.S.A. will p-
romote the facilitation of two-way investment.
4. The Government of R.O.C. and the Government of R.S.A. will f-
orm a working committee which will meet as and when required.
Both countries will assign personnel to meet alternately in
the R.O.C. and the R.S.A. for suitable periods to explore po-
ssibilities of closer cooperation and areas of technology tr-
ansfer.
5. The Government of R.O.C. and the Government of R.S.A. shall
not be held liable, while facilitating and promoting investm-
ent in each other's country for any decision made by privat-
e,legal entities or persons to invest in each other's country
.
