IN ACCORDANCE WITH THE
AGREEMENT TO PROVIDE
FOR THE COOPERATION
AND EXCHANGE OF
SCIENTISTS AND
INFORMATION IN
AGRICULTURAL SCIENCE
AND TECHNOLOGY SIGNED
ON THE 5TH DAY OF
FEBRUARY 1982 BETWEEN
THE GOVERNMENT OF THE
REPUBLIC OF CHINA AND
THE GOVERNMENT OF THE
REPUBLIC OF SOUTH AFRICA
1 Programme Goals To increase contact and co-operation between
agricultural scientists and institutions of agricultural rese-
arch and higher learning respectively of the Republic of China
and the Republic of South Africa ; to provide the said agricu-
ltural scientists and institutions with opportunities to exch-
ange information, ideas, skills, and techniques ; to enhance
opportunities for the said agricultural scientists and instit-
utions to collaborate in solving problems of common interest,
and to utilize special facilities or research opportunities a-
vailable. Go-operation may be in any of the broad areas of ba-
sic and applied agricultural sciences, including agricultural
economics. The types of cooperative activities may include the
exchange of scientific information, scientific visits, semina-
rs and workshops, and co-operative research.
2 Implementation and Co-ordination The Council of Agriculture (
hereinafter referred to as "COA") and the Department of Agric-
ultural Development (hereinafter referred to as " DAD ") shall
co-ordinate and implement the activities agreed to according
to the above programme goals with the institutes and directo-
rates of the DAD and with similar institutions of the COA. B-
oth the COA and DAD shall designate a programme co-ordinator
to be responsible under its auspices for the overall co-ordi-
nation of these co-operative activities as set out in the ab-
ove programme goals. For each topic identified as the subject
of a formal co-operative activity, both the COA and DAD shall
also name a topic co-ordinator.
3 Funding
The funding of the said co-operative activities according to
the above programme goals shall be carried out on the basis of
mutuality, reciprocity, and flexibility. The COA and/ or DAD
shall each fund its own participation in the said co-operative
activities. However, the COA as well as DAD may each, if it so
chooses, provide full or partial financial support for partic-
ipation in these co-operative activities by the other's agric-
ultural scientists. Decisions on funding for joint activities
shall be made on the basis of mutual consent.
4 Review Meetings
The COA and DAD programme co-ordinators shall meet periodical-
ly, at times and places of their choosing, to review this Arr-
angement for Programmed Contacts and Co-operation between Agr-
icultural Scientists and Institutions of the Council of Agric-
ulture and the Department of Agricultural Development.
5 Areas of Go-operation
The following topics are being considered for initial co-oper-
ation activity :
(1) New cropping and pest management techniques with emphasis on
biological control.
(2) New production methods to conserve resources while maintain-
ing or increasing yields. Systems for effective use of soil,
water and air resources.
(3) Germplasm of plants, animals and organisms that have signif-
icant value in agriculture.
(4) Basic research and biotechnology applications for plant and
animal production and protection.
(5) Post-harvest technology.
(6) Aquaculture.
(7) Product marketing and development.
(8) Research and professional enhancement involving natural res-
erves and wildlife management.
(9) Professional enhancement and assistance involving agricultu-
re, land conservation, land planning and urban development.
6 Application and Selection Procedures
6.1 In the Republic of China
6.1.1 Chinese institutes or scientists should submit their prop-
osals/ applications for visits on a form (cf. annex) to t-

6.1.2 Final approval of candidates nominated by the sending cou-
ntry rests with the receiving country.
6.1.3 In the case of visits for participation in research work (
except visits requested by a country), the host institute
shall make the necessary arrangements that the visitors be
integrated in the programme of the institute for the dura-
tion of their visits.
6.2 In the Republic OF South Africa
6.2.1 South African institutes or scientists should submit their
proposals/ applications on a form (cf. annex) to the foll-

6.2.2 Final approval of candidates nominated by the sending cou-
ntry rests with the receiving country.
7 Reports
A concise report in English should be submitted within 2 mont-
hs time after completion of each visit. The report should sta-
te clearly what was achieved during the visit.
8 Deadline for Applications/ Proposals Applications/ Proposals
shall be received by the receiving country at least 2 months
in advance to facilitate processing and related arrangements.
9 The Rules of Procedure for the Exchange of Scientists signed
of April 25, 1988 is superseded by this Arrangement.
10 This Arrangement shall enter into force on the date of signa-
ture hereof.
