FINAL ACT
From the 25th to the 28th of September 1971, in the city of La
Paz, the Delegation of the Republic of Bolivia, headed by His E-
xcellency the Minister of Foreign Relations a.i. Mr. Ambrosio G-
arcia Rivera, and the Delegation of the Republic of China, head-
ed by His Excellency the Minister of communications Mr. Chang
Chicheng, met with the purpose to hold conversations aimed at e-
stablishing the basis for a positive technical agricultural-ind-
ustry cooperation and the improvement of their bilateral comme-
rce.
The conversations, interviews and negotiations were held within
a frame of mutual comprehension, friendly understanding and go-
od will, where the coincidence of points of view animating the
Government and the People of the two countries have been remark-
able and they have come to agree on the following conclusions:
1 Taking into consideration the great experience and the labori-
ousness of the Chinese people, specially in the agricultural
field and given the similarity of ecological conditions exist-
ing between the two countries, the Bolivian Delegation manife-
sted that it would be positively profitable for its country,
to count on the valuable cooperation of technical assistance
which the Republic of China has offered in this field.
2 The Delegation of the Republic of China, expressed the desire
of its Government to contribute to the promotion of Bolivian
agricultural-industry in favorable conditions, pledging its c-
ooperation in the agricultural development.
3 Within this spirit, the areas of interest, in which this coop-
eration could be made effective, were considered.
4 Both Delegations agreed that the cooperation mentioned above
shall basically comprise the following aspects:
Ⅰ. DIRECT TECNICAL ASSISTANCE IN THE AGRICULTURAL FIELD.
a) Field experiment for the introduction of better techniq-
ues, sharing with local farmers the experiences obtained
in the Republic of china.
b) The know-how of simple and low cost techniques to obtain
water for irrigation and the use of different irrigation
systems.
c) Development of a rotative cultivation system.
d) Promotion of the use of organic and chemical fertilzers.
e) Introduction and promotion of fishery exploitation syste-
ms.
In order to make this cooperation more effective the follow-
ing aspects, of greater interest for Bolivia, have been ind-
icated:
RICE:Practice of cultivation of rice in paddy fields for th-
e improvement of quality and obtention of high yields
in the respective zones of the country where rice is g-
rown (Department of Santa Cruz, Chapare and other zones
).
SOYA:Introduction of practices for the improvement of crops,
rotation systems.
TEA: Supplying of seeds and selection of varieties, harvest-
ing and processing systems in the industrial plant, pa-
ck ing and marketing systems.
FRUITS AND VEGETABLES: Improvement of systems of cultivation
, methods of preservation, packing and marketing.
LIVESTOCK:Hog raising, establishment of breeding centers, f-
eedingsystems, animal husbandry.
Ⅱ.IDENTIFICATION, ADVISE AND TECHNICAL ASSISTANCE FOR THE ORGA
NIZATION AND ESTABLISHMENT OF SMALL AND MEDIUM SIZE INDUSTR-
IES.
Ⅲ. STUDIES FOR THE AGRICULTURAL SECTOR.
Among others:
a) Utilization of by-products derived from the oil extracti-
on industry (Cotton and soya), and from the sugar indus-
try.
b) Pineapple industrialization.
c) Industrialization of balanced fool for poultry and hogs.
Ⅳ. TECHNICAL CAPACITATION.
In order to accomplish the objectives mentioned in the pres-
ent Act, the Delegation of the Republic of China, besides of
the sending of the required technicians, offered the granti-
ng of scholarships for the training of Bolivian agricultural
technical personnel.
The ways to give the Bolivian technicians a direct informat-
ion on the experiences obtained by the Republic of China on
matters of Agrarian Reform, will also be studied.
In order to make effective this technical cooperation, the
Delegation of the Republic of China has pledged to send a M-
ission to Bolivia, consisting of well specialized personnel
in the different fields of the agricu-ltural-industry, indi-
cated in this document.
With this purpose, an Agreement, between the two Parties, w-
ill be signed as soon as possible.
5 In order to increase the trade existing between Bolivia and t-
he Republic of China, both Delegations have agreed to increase
their commercial relations with a view to achieve a relatively
balanced trade on the basis of exports of the products includ-
ed in the following indicative list:
From Bolivia:
-Crude oil
-Sulfur
-Non ferrous minerals
-Cotton
-Tobacco
-Whisky
From the Republic of China:
-Machinery and tools
-Glass and Glass products
-Electrical apparatus and machinery
-Transportation equipment
-Textile products
-Other manufactures
Signed in the city of La Paz, in four original texts, two in
Spanish language and two in English language having the same
value, on the twenty eighth day of the month of September, in
the year one thousand nine hundred and seventy one.
