沿革:

The Taipei Economic and Cultural Office in Warsaw and the Warsaw
Trade Office in Taipei, hereinafter referred to as “ the
Parties ”, in order to acknowledge the comparable licensing and
skill requirements necessary to become a licensed driver within
the jurisdiction of Taiwan and Poland, and to provide Taiwanese
and Polish passport - holders with the possibility to exchange
their original driver ’ s licenses for the other Party ’ s
domestic driver ’ s licenses, have agreed as follows:
Article 1
1. The Warsaw Trade Office in Taipei shall take steps to
implement legal solutions allowing for the exchange of a
valid Taiwanese driver ’ s license to a Polish driver ’ s
license at the nominal conversion fee, without the obligation
to pass both theoretical and technical parts of the driver
license exam (both law and road tests are waived) and without
further driver ’ s education, while maintaining all
procedures related to the exchange of such a document
required by the Polish competent authority. If licenses are
expired, all tests will be required.
2. The Taipei Economic and Cultural Office in Warsaw shall take
steps to implement legal solutions allowing for the exchange
of a valid Polish driver ’ s license to a Taiwanese driver
’ s license at the nominal conversion fee, without the
obligation to pass both theoretical and technical parts of
the driver license exam (both law and road tests are waived)
and without further driver ’ s education, while maintaining
all procedures related to the exchange of such a document
required by the Taiwanese competent authority. If licenses
are expired, all tests will be required.
3. The exchange of driver ’ s licenses shall only be possible
upon having introduced all the relevant legal changes by both
Parties.
Article 2
1. The classes of driver ’ s licenses, which shall be
reciprocally recognized under this Memorandum of
Understanding, are limited to the categories listed in
Appendix.
2. The same application standards, rules and regulations shall
be applied, as it does for any passport - holders of Taiwan
and/or Poland in licensing decisions.
3. Each Party agrees to provide the other Party the samples of
driver ’ s licenses currently in circulation and any
versions, which may be introduced in the near future, as well
as a definition of all classes of driver ’ s licenses,
notation, and restrictions.
4. The Parties agree to have procedures in place to verify a
driver has a valid license in Taiwan or Poland, in which the
driver has been previously licensed, and to provide such
verification upon request.
5. An applicant shall have a valid Taiwanese or Polish resident
certificate or other legal resident documents with a validity
period when received of at least one year, and the applicant
shall file the application for an exchange of driver ’ s
license within one year of the person ’ s most recent entry
into Poland or Taiwan.
Article 3
When a Party fails to fulfil its obligations related to the
exchange of driver ’ s license, the other Party reserves the
right to suspend the reciprocal measures.
Article 4
The Parties acknowledge their responsibilities to coordinate
with their domestic competent authorities and with the other
Party for the implementation of this Memorandum of
Understanding. The detailed information, timetable and
procedures for implementation, including whether the
authentication of an original driving license is required, shall
be subject for further discussion.
Article 5
The Memorandum of Understanding may be amended or supplemented
any time, by written agreement of both Parties. Any
interpretation or dispute about the content of this Memorandum
of Understanding should be resolved through consultations.
Article 6
This Memorandum of Understanding shall enter into force on the
date of the last signature, and will remain in effect until
terminated by either Party giving one month ’ s prior written
notice to the other Party. Each Party may terminate or suspend
the application of this Memorandum of Understanding by giving
one month ’ s written notice to the other Party.
