The Government of the Republic of China (Taiwan) and the
Government of Belize (hereinafter referred to as the “ Parties
” ), desirous of further strengthening the friendly and
cooperative relations between the two countries through the
implementation of the Breeding Sheep and Goat Production and
Guidance System Enhancement Project (hereinafter referred to as
the “ Project ” ), have agreed as follows:

Article 1: Objectives
1. Assist Belizean farmers to improve the quality of the sheep
and goats.
2. Conduct market value chain analysis and implement a marketing
program to promote consumption and market penetration for
sheep and goat products.
3. Strengthened the Sheep and Goat Traceability System to
improve value chain efficiencies and branding quality sheep
and goat products.

Article 2: Implementation Basis
The Parties shall implement the Project according to the
official project plan and budget.

Article 3: Budget
The total budget of the Project shall be US$3,000,000, of which
the Government of the Republic of China (Taiwan) shall provide
US$2,500,000 and the Government of Belize shall provide
US$500,000.

Article 4: Project Steering Committee
1. The Parties agree to establish a project steering committee,
which shall comprise the Project Coordinator of the Ministry
of Food and Agriculture, and Immigration, Belize (hereinafter
referred to as the “ MoFAI Project Coordinator ” ); the
Chief Agriculture Officer of the MoFAI (hereinafter referred
to as the “ MoFAI CAO ” ); the Director of Extension of the
MoFAI; a Project Manager from the Republic of China (Taiwan)
(hereinafter referred to as the “ Project Manager ” ); and
representatives of the Belize Agriculture Health Authority
(BAHA), International Regional Organization for Plant and
Animal Health (OIRSA), and the Belize Livestock Producers
Association (BLPA).
2. The MoFAI Project Coordinator shall convene meetings of the
project steering committee every two months for the purpose
of monitoring and appraising the implementation of the
Project.
3. The MoFAI Project Coordinator, a local work team, the Project
Manager, and a specialist from the Republic of China (Taiwan)
(hereinafter referred to as the “ Project Specialist ” )
shall jointly implement the Project based on the decisions
made by the project steering committee.

Article 5: Project Technical Working Group
1. The Parties agree to establish a project technical working
group, which shall comprise a Livestock Extension Officer
from the MoFAI (hereinafter referred to as the “ MoFAI LEO
” ), the field manager and local consultant for the Project,
the Project Specialist, the representative of BAHA, and a
farmers ’ representative.
2. The MoFAI LEO shall convene meetings of the project technical
working group every two months for the purpose of providing
technical guidance to the project steering committee
implementing the Project.

Article 6: Marketing Technical Working Group
1. The Parties agree to establish a Market Technical Working
Group, which shall comprise a Marketing Officer from the
Project (hereinafter referred to as the “ Marketing Officer
” ), local consultant for the Project, the representative of
BMDC, representative from BELTRAIDE, representative from
Cooperative department and a farmers ’ representative.
2. The Marketing Officer shall convene meetings of the Market
Technical Working Group every two months for the purpose of
providing marketing guidance to the project steering
committee implementing the Project.

Article 7: Bank Account
1. For the purposes of implementing the Project, the Parties
agree to follow the regulations prevailing in Belize. The
MoFAI shall obtain approval to open a designated account at a
commercial bank in Belize in the name of the Government of
Belize/Republic of China (Taiwan) Breeding Sheep and Goat
Production and Guidance System Enhancement Project
(hereinafter referred to as the “ Project Account ” ), and
shall subsequently provide in written form to the Government
of the Republic of China (Taiwan) the account name and
account number, thereby allowing funds to be transferred for
the purpose of implementing the Project.
2. The Parties shall respectively designate the Project Manager,
Project Specialist, MoFAI CAO, and the Finance Officer of the
MoFAI to be signatories and oversee the Project Account, and
to close the Project Account after the termination of the
Project.
3. Any funds remaining in the Project Account after the
termination of the Project shall be returned to the
Government of the Republic of China (Taiwan).
4. Any expenditure drawn from the Project Account shall be
agreed to and signed for in related documents by the Project
Manager, MoFAI Project Coordinator and MoFAI CAO beforehand.
5. Management of the Project Account:
(1) From 2020, the Project Account shall be used to fund the
operating expenses of the Project, including the hiring of
local personnel, construction costs, the procurement of
equipment, and other miscellaneous expenses. Funds shall be
remitted to the Project Account in accordance with the
project schedule upon the receipt of quarterly applications
for funding and quarterly statements of project income and
expenditures provided by the MoFAI, following verification
by and approval of the Embassy of the Republic of China
(Taiwan) in Belize.
(2) Suitable personnel shall be assigned to manage the
accounting and cashier duties of the Project Account,
calculate revenues and expenditures on a monthly and
quarterly basis, and complete and maintain a Statement of
Revenues and Expenditures of the Project Account, including
the bank ’ s balance sheet and the results of the Project,
and subsequently submit all such documents to the Parties
for verification.

Article 8: Revolving Fund
1. Revenues from the sale of sheep and goat breeding stock,
compost, and other by-products of the Project shall remain
under the ownership of the Government of Belize and be
deposited into the Project Account to be used as a revolving
fund under the supervision of the Finance Officer of the
MoFAI.
2. The revolving fund shall be employed for operations
associated with the sustainable management of the Project.

Article 9: Obligations of the Government of the Republic of
China (Taiwan)
1. In accordance with the project proposal agreed to by the
Parties, allocate a budget of US$2,500,000 for the project
period of four years as of the inception of the Project in
2020.
2. The abovementioned budget shall include the salaries, medical
care, insurance, benefits, flight tickets, and travel
expenses of the Project Manager, specialists and short-term
experts from the Republic of China (Taiwan).
3. Dispatch one Project Manager as a liaison to collaborate and
coordinate with the MoFAI Project Coordinator on the
implementation of the Project, as well as specialists and
short-term experts to provide consultancy services and
technical assistance as required for the Project in
accordance with needs during its various stages.
4. In accordance with the project proposal agreed to by the
Parties, use the project budget to hire three technicians (a
field manager, a local consultant and a marketing officer)
and six on-site laborers to manage the operations of the
National Sheep and Goat Breeding Center at Central Farm,
Belize.
5. The Embassy of the Republic of China (Taiwan) in Belize and
the MoFAI shall be responsible for overseeing the Project ’
s progress for the duration of project implementation.

Article 10: Obligations of the Government of Belize
1. In accordance with the project proposal agreed to by the
Parties, allocate a budget of US$500,000 for the project
period as of the fiscal year 2020.
2. Appoint the MoFAI Project Coordinator as the main liaison to
collaborate with the Project Manager, other cooperating
units, and relevant stakeholders so as to ensure the
promotion and implementation of the Project.
3. In accordance with the project proposal agreed to by the
Parties, designate or hire one technician to serve as
(deputy) manager and two on-site laborers to manage the
operations of the National Sheep and Goat Breeding Center.
4. The MoFAI Project Coordinator shall, according to the
progress of project implementation, write quarterly financial
statements, quarterly project reports and annual reports, to
be reviewed by the Project Manager, and then submit such
documents to the MoFAI and the Embassy of the Republic of
China (Taiwan) in Belize for the use of the Parties in
supervising the progress of the Project.
5. The MoFAI shall be responsible for managing and maintaining
the Project ’ s assets, marking all such assets with the
project title, and listing and itemizing them in quarterly
inventories for the review of the Parties during the project
period.
6. Provide Republic of China (Taiwan) personnel, including the
Project Manager and Project Specialist, with a furnished
office and accommodation in Belize.
7. The MoFAI shall undertake to do the following for the
National Sheep and Goat Breeding Center at Central Farm:
(1) Provide land required for the Project ’ s use, including
paddock and forage areas, and for the construction and
expansion of sheep enclosures.
(2) Provide all expenses connected to the installation of
electrical power systems as required for the operation of
the facilities.
(3) Provide the utilities at the site, such as water,
electricity and telephone connections, and all
administrative expenses (water, electricity, telephone
connections, internet access and other charges related to
communication and the maintenance of facilities) at Central
Farm.
(4) Request that the Ministry of Finance, Belize, exempt
material and equipment procured during the construction and
renovation of facilities at Central Farm from taxes.
(5) Provide a security guard at the site, to ensure the on-site
safety of equipment and livestock.
(6) Assume responsibility for the promotion and marketing of the
Project.
(7) Coordinate the Project ’ s local work team in working with
the Republic of China (Taiwan) specialists so as to
gradually transfer handling and breeding stock production
techniques to both the National Sheep and Goat Breeding
Center and local farms.
(8) Organize associations comprising small-scale farmers,
potential farmers, and farmers ’ groups dedicated to
improving sheep and goat production such that the Project ’
s inputs and services are used more effectively and
efficiently.
(9) Provide one vehicle for the use of Republic of China
(Taiwan) personnel and the Project ’ s local work team in
implementing the Project.

Article 11: Exemptions and Courtesies
The Government of Belize agrees to exempt Project-related
materials, equipment and supplies from customs duties and other
taxes, and agrees to grant the Project Manager and specialists
from the Republic of China (Taiwan) the following benefits:
1. Exemption from all residential and local taxes, and income
tax on salaries.
2. Exemption of personal and household effects from all import,
customs and other duties and taxes.
3. All conveniences associated with entering, exiting, and
residing in Belize during their period of service, also
covering their dependents.
4. Other special privileges, conveniences and exemptions on
taxes incurred on the transfers of property, just as Belize
accords the staff members of specialized agencies of the
United Nations.
5. Exemption from customs duties, taxes, and other charges on
vehicles for their personal use (one vehicle per person), use
of CD license plates, and exemption from all applicable taxes
in cases where the possession of vehicles is transferred
between project personnel.

Article 12: Overseas Training and Scholarships
The Parties agree that the MoFAI shall recommend the appointment
of personnel to carry out certain Project operations as needed.
Such personnel may, following the approval of the Embassy of the
Republic of China (Taiwan) in Belize or another authorized
agency acting for the Government of the Republic of China
(Taiwan), apply to participate in short- or long-term training,
workshops or higher education scholarship programs related to
sheep or goat management that are offered by the Government of
the Republic of China (Taiwan), so that the personnel may
continue to facilitate the operations of the Project for the
MoFAI when the Project is transferred upon its completion.

Article 13: Procurement
1. Procurement for the Project shall comply with the Government
of Belize ’ s prevailing procurement procedures.
2. The Parties agree to give precedence to the procurement of
equipment and machinery from Taiwanese manufacturers.

Article 14: Dispute Resolution
Any dispute arising out of the interpretation or application of
this Agreement shall be resolved by consultations between the
Parties.

Article 15: Entry into Force, Amendments and Termination
1. This Agreement shall enter into force on the date of
signature, and thereafter remain effective for four years.
2. This Agreement may be amended at any time by the mutual
written consent of the Parties.
3. This Agreement may be extended by the mutual written consent
of the Parties.
4. This Agreement may be terminated by either Party upon
providing 60 days ’ written notice of termination to the
other Party.

IN WITNESS WHEREOF, the undersigned, being duly authorized by
their respective governments, have signed this Agreement.
