沿革:

Entered into force on July 27, 2018
The Taipei Economic and Cultural Office in Warsaw and the Warsaw
Trade Office in Taipei, hereinafter collectively referred to as
“ the Parties ”;
Desiring to strengthen relationships between Taiwan and Poland
in the fields of science and higher education;
Have agreed as follows:
Article 1
The aim of this Agreement is to achieve the following purposes:
1. To boost exchange and expand cooperation between students,
postdoctoral scientists, scholars, and scientific and
education institutions in Taiwan and Poland;
2. To encourage and assist people from Taiwan to study,
undertake research projects, and participate in training
courses, symposia, and other science and higher education
related events held in Poland, and people from Poland to
study, undertake research projects, and participate in
training courses, symposia, and other science and higher
education related events held in Taiwan;
3. To facilitate the implementation of scholarship programs and
the teaching activities of language teachers from Taiwan in
Poland and of language teachers from Poland in Taiwan; and
4. To realize common benefits through collaborative action.
Article 2
1. Cooperation in the field of science under this Agreement will
include support of the following:
a) collaborative research projects jointly conducted by
researchers from Taiwan and Poland;
b) jointly organized seminars, workshops, symposia, and
international conferences;
c) preparatory visits by research personnel from Taiwan and
Poland necessary for planning and implementing joint research
projects and seminars;
d) promotion of exchanges and collaborations between
researchers, and of collaborative training of young scholars
and research personnel; and
e) Other cooperative activities mutually agreed on.
2. Research and development cooperation will be undertaken in
fields agreed on by the Parties.
Article 3
1. In the higher education field the Parties will encourage and
promote direct relations and educational and academic
exchanges between institutions of higher education and
research centers in Taiwan and their counterparts in Poland.
2. The Parties will encourage and assist institutions of higher
education and research centers in Taiwan and in Poland to
establish formal education and research related cooperation
and exchange agreements.
3. The Parties will provide each other with information on
higher education reform and evaluation related topics of
mutual interest and will each offer the other Party
assistance in the provision of teachers to teach Polish as a
foreign language in Taiwan and teachers to teach Mandarin
Chinese as a foreign language in Poland.
4. The Parties welcome cooperation between the Foundation for
International Cooperation in Higher Education of Taiwan and
the Conference of Rectors of Academic Schools in Poland and
will encourage and assist visits of delegations of
high-ranking officials to discuss cooperation in specific
areas at the higher education level. This cooperation may
include organizing bilateral higher education forums and
exchanges of academic staff and experts.
5. The Parties will contribute to establishing cooperation among
the Department of International and Cross-strait Education of
the Ministry of Education of Taiwan, the Department of
International Cooperation and Science Education of the
Ministry of Science and Technology of Taiwan, the Department
of International Cooperation of the Ministry of Science and
Higher Education of Poland and the National Agency for
Academic Exchange in Poland. Cooperation may include offering
scholarships each year to students in Taiwan to undertake
degree and/or language studies in Poland and offering
scholarships each year to students in Poland to undertake
degree and/or language studies in Taiwan.
Article 4
The funding to cover the expenses entailed by the co-operative
activities undertaken within the framework of this Agreement
shall be mutually arranged by the Parties on a case-by-case
basis, subject to the availability of funds.
Article 5
This Agreement may be terminated by either of the Parties by
giving six months written notice to the other Party. If this
Agreement is terminated, the Parties will consult to determine
what outstanding matters remain to be dealt with, and any
cooperative activities or projects already agreed on under this
Agreement and already underway on the date of the termination
will be permitted to be completed as planned, unless the Parties
agree otherwise.
Article 6
1. This Agreement shall enter into force on the date of the last
signature remain valid indefinitely.
2. This Agreement may be amended at any time with the mutual
written consent of the Parties.
IN WITNESS WHEREOF, the undersigned, being duly authorized
thereto, have signed this Agreement.
