1.Signed on Novenber 2, 2005; Entered into force on Novenber 2, 2005.

 
Recognizing the mutual benefit of scientific interchange and the
convenience of set procedures for their administrations, the
National Science Council of Taiwan and the Royal Society of New
Zealand, hereinafter referred to as "the Participants", have
concluded the following Scientific Cooperation Arrangement:
1.Exchange Visits
Both Participants will facilitate collaboration between
specialists in the scientific disciplines within their mutual
competence, subject to the laws and regulations under which
they operate, and subject to financial limitation of each
Participant. The form of scientific contacts may include:
1.1 Study Visits
Both Participants will assist in promoting exchanges at
postdoctoral or equivalent level and of other research
scientists for periods of between one and four weeks for
exploratory visits, known as Study Visits. The key
objectives are to enhance research capabilities of
individual scientists, develop international collaborative
links, and enable participation in international programmes.
Exchange visits between the administrative staff of the
Participants are also to be included as Study Visits.
The sending Participant will be responsible for all the
expenses including international airfares, local
transportation, insurance and living allowances of its
candidates.
1.2 Fellowships
Both Participants will assist in promoting visits at
postdoctoral or equivalent level, and of other research
scientists, for periods of between one and three months,
known as Fellowship Visits, to carry out research projects
or learn new techniques predominantly in a laboratory
attached to a research institute or in a university with
provision for short subsidiary visits to others.
The sending Participant will pay for all the expenses of the
visit, both international airfares and local costs, with the
host Participant helping with the placing of visitors and
the administration of programmes, as may be necessary.

1.3 Joint Research Projects
Both Participants will encourage their laboratories and
research organizations to participate in joint scientific
research. The sending Participant will pay for all the
expenses of the visit, both international airfares and local
costs, with the host Participant helping with the placing of
visitors and the administration of programmes, as may be
necessary. Each Participant will be responsible for securing
the funding necessary to support their parts of the
programmes.
The stated visits above do not cover the costs of accompanying
dependents of the candidates, nor bench fees, tuition fees,
insurance or medical costs.
2.Joint Workshops
Either Participant will facilitate the holding of joint
workshops in which the exchange of information promises to
improve the level of cooperation between research scientists
and technologists of both Participants. The sending
Participant will be responsible for all the expenses including
international airfares, local transportation, insurance and
living allowances for their participants, and the host
Participant will be responsible for all the costs of holding
the workshop.
3.Exchange of Information and Publication
Each Participant will inform the other about their activities,
developments in S&T policies and meetings, and will exchange
publications and such scientific information that may be of
mutual interest.
4.Intellectual Property
Both Participants will discuss the ownership and disposition
of any intellectual property that may arise from the joint
activities and each Participant consents to respect and
protect the intellectual property rights of the other in all
dealings.
5.Administration
5.1 It is expected that candidates will already have established
contact with an appropriate institution in the sending
Participant or vice versa, and will be able to give an
outline of a programme of research, which in principle has
been decided with the potential supervisor, colleagues or
research collaborator in that institution.
5.2 The sending Participant will be responsible for selecting
its own candidates to send to the host Participant well in
advance of the proposed date of visit. The candidates must
have doctoral qualifications or equivalent status.
5.3 The sending and host Participants will
5.3.1 jointly confer in advance of the visit on its composition
and suitability;
5.3.2 offer any suggestions to assist its aims.
6.Validity
This Scientific Cooperation Arrangement will take effect upon
signature. It will be implemented directly between the
National Science Council of Taiwan and the Royal Society of
New Zealand. It is open to either Participant at any time to
submit suggestions or recommendations for amendment or
modification of the Scientific Cooperation Arrangement. Either
Participant may terminate this Scientific Cooperation
Arrangement by giving three months written notice to the other
Participant.

Taipei, this 2 th day of Nov 2005, both texts having equal
validity.
