The government of the Republic of China (Taiwan) and the
government of St. Vincent and the Grenadines, due to the strong
bilateral ties stemming from the establishment of diplomatic
relations in 1981, desire to consolidate bilateral cooperation.
Launched in 1998, the Program for the Development of Human
Resources has benefited many of the students and families in St.
Vincent and the Grenadines and has been highly welcomed by both
the people and government of this distinguished country. As the
government of the Republic of China (Taiwan) is satisfied with
the fruits of the program, it seeks to launch a new era of human
resources development in order to assist St. Vincent and the
Grenadines in enhancing its human resources, cultivating skills
in its youth and accelerating its national development.
The government of the Republic of China (Taiwan) therefore
agrees to allocate one hundred thousand US dollars (US$100,000)
annually for five years, starting in 2009, to provide
scholarships to students of St. Vincent and the Grenadines. The
students shall range from the primary school level to the
college level, perform well in school, come from underprivileged
families or be disabled. In order to better meet the national
development needs of St. Vincent and the Grenadines, the number
of scholarships for students pursuing a vocational education
shall be increased. The evaluation standards, number of
recipients, and scholarship amount for each school are to be
adjusted through resolutions that are made by a Review Committee
annually and based on the actual needs of a particular year.
This Memorandum of Understanding shall enter into force upon the
signature of both parties.
Done in duplicate in the Chinese and English languages, with
both texts being equally authentic, in Kingstown on the 19th day
of the 11th month in the ninety-eighth year of the Republic of
China (Taiwan), corresponding to the 19th day of the 11th month
of the year two thousand and nine in the Gregorian calendar.
