The Separate Customs Territory of Taiwan, Penghu, Kinmen and
Matsu (hereafter referred to as Taiwan, Penghu, Kinmen and
Matsu) and the Agency for International Trade Information and
Cooperation (AITIC);

Recognising the importance of trade as an engine of growth and
development and its potential for contributing to the reduction
of poverty;
Noting the importance of trade-related capacity building and
technical cooperation for strengthening the participation of
resource-constrained countries and customs territories in the
multilateral trading system;
Further recognising the difficulties faced by certain countries
and customs territories in effectively participating in
trade-related activities and multilateral trade negotiations
particularly when they face financial, human-resource and other
constraints;

In view of Taiwan, Penghu, Kinmen and Matsu and AITIC's common
objectives in the area of assistance to the trade negotiating
capacity of the developing countries and economies in
transition, particularly the least-developed countries and those
without permanent representation in Geneva;
Further noting that synergies could be attained in the domain of
trade-related technical assistance and capacity building given
that several of AITIC's Members are also the recipients of
Taiwan, Penghu, Kinmen and Matsu's thchnical cooperation
programmes;
Considering the value of strengthening the collaboration between
Taiwan, Penghu, Kinmen and Matsu and AITIC in assisting target
countries to participate more actively in the trade-related
intergovernmental (and other) Geneva-based institutions,
Agree to the following Memorandum of Understanding which will
establish a partnership to develop a Professional Training
Programme during the FY 2007.
1.General Objectives
The Professional Training Programme's objective is to offer
representatives from less-advantaged countries (LACs) and
independent customs territories the opportunity to receive
professional training, improve their knowledge of both the
functioning and the subject matter of the Geneva-based
trade-related institutions and participate in the regular
activities of the international trade community in Geneva. The
Programme is targeted towards mid-level or senior officials
from LACs facing particular budgetary or other constraints
that preclude their participation in the activities work
programmes and negotiations of the Geneva-based trade-related
institutions.
In keeping with the purpose of the Programme, it is
anticipated that Professional Trainees will participate in
trade-related activities at Geneva-based institutions. These
activities may include attending meetings of the various WTO
bodies and participation in the negotiations, Activities may
also include interaction with other trade-related
international organizations (e.g., ITC, UNCTAD) or
intergovernmental institutions that have a close relationship
with trade (e.g., UNEP, WIPO, WHO).
It is expected that the Professional Trainees would also
contribute to AITIC's programmes and activities. They would
also be able to network and interact with officials and
members of the intergovernmental organizations. At the
conclusion of their tenure at AITIC, the Professional Trainees
would return to their respective national administration to
continue their contribution to trade policy-making, equipped
with an enhanced understanding of international trade.
2.Modalities for Implementation
i.Implementation of the Professional Training Programme would
begin in April 2007.
ii.The duration of the Professional Training will be from six
to eight months.
iii.The Programme will support four Professional Trainees. One
of the Professional Trainees will be from Taiwan, Penghu,
Kinmen and Matsu.

3.Process of Selection
The four Professional Trainees will be selected from among
those countries/ customs territories targeted by Taiwan,
Penghu, Kinmen and Matsu and which are also Participating
Members of AITIC.
The Terms of Reference of the Professional Trainees will be
drafted by AITIC and endorsed by Taiwan, Penghu, Kinmen and
Matsu.
Following AITIC's Recruitment Policy, the selection of
Professional Trainees will be by way of competition.
4.Operational Provision
Trainees from the Programme will be based in Geneva on AITIC
premises.
The budget of the Professional Training Programme will be
funded by contributions from Taiwan, Penghu, Kinmen and Matsu,
according to the schedule of contributions set forth in Annex
I to this Memorandum of Understanding. Any unspent sums at the
end of the implementation period, i.e. 31st December 2007,
will be used to finance ad hoc collaborative activities
between AITIC and the Taiwan International Cooperation and
Development Fund. These projects will be selected jointly by
both of the above-mentioned agencies and will reflect their
priorities.

The accounts of the Professional Training Programme will be
audited by the State Audit Office of Finland, AITIC's external
auditors.

IN WITNESS WHEREOF, the undersigned, being duly authorized for
this purpose, have signed this Memorandum of Understanding.
