The government of the Republic of China (Taiwan) and the
government of Belize (hereinafter referred to as the “ Parties
” );

Desiring to further enhance the friendly and cooperative
relations existing between the two countries, jointly respond to
disasters induced by climate change, and implement the Urban
Resilience and Disaster Prevention Project (hereinafter referred
to as the “ Project ” );

Have agreed as follows:

Article 1:
Project Objectives
1. Strengthen overall disaster preparedness and prevention
capabilities, and update basic maps.
2. Introduce technically advanced monitoring techniques.
3. Manage and control disasters in areas prone to flooding.
4. Raise awareness and knowledge of disaster prevention.

Article 2:
Implementation Basis
The Parties shall implement the Project according to the project
work plan and budget.

Article 3:
Project Budget
The total budget of the Project will be US$1,220,000, of which
the government of the Republic of China (Taiwan) will provide
US$1.2 million, and of which the government of Belize will
provide US$20,000 (in-kind counterpart contribution). The budget
of the Project shall be adjusted according to its actual
progress and the disbursement and use of funds. The government
of Belize will be responsible for the Project ’ s operating and
maintenance costs after it has been completed and handed over.

Article 4:
Project Steering Committee
1. The Parties agree to establish a project steering committee,
which will be composed of a Project Coordinator designated by
the Ministry of Agriculture, Fisheries, Forestry, the
Environment, Sustainable Development and Immigration of
Belize (hereinafter referred to as the “ MAFFESDI Project
Coordinator ” )and a Project Manager of the Taiwan Technical
Mission (hereinafter referred to as the “ TTM ” )dispatched
from the Republic of China (Taiwan) (hereinafter referred to
as the “ TTM Project Manager ” ).
2. The MAFFESDI Project Coordinator will convene meetings of the
project steering committee once a month for the purpose of
monitoring and appraising the implementation of the Project.
3. The MAFFESDI Project Coordinator, a local work team, the TTM
Project Manager, and technicians from the Republic of China
(Taiwan) will jointly implement the Project based on the
decisions of the project steering committee.

Article 5:
Obligations of the government of the Republic of China (Taiwan)
1. In accordance with the project work plan agreed by the
Parties, allocate a budget of US$1.2 million for the project
period of three years.
2. The abovementioned budget shall include the salaries, medical
care, insurance, benefits, flight tickets and local travel
expenses of the TTM Project Manager, specialists, and
short-term experts from the Republic of China (Taiwan)
(hereinafter referred to as the “ TTM personnel ” ).
3. Appoint the TTM Project Manager as a liaison to collaborate
with the MAFFESDI Project Coordinator and cooperate on and
coordinate the implementation of the Project; dispatch
technicians and short-term experts to provide consultancy
services and technical assistance as required for the Project
in accordance with the needs of its various stages.
4. The Embassy of the Republic of China (Taiwan) in Belize will
be responsible for overseeing the Project ’ s progress for
the duration of project implementation along with the
Ministry of Agriculture, Fisheries, Forestry, the
Environment, Sustainable Development and Immigration of
Belize.

Article 6:
Obligations of the government of Belize
1. In accordance with the project work plan agreed by the
Parties, allocate the equivalent of US$20,000 in in-kind
counterpart contribution for the Project.
2. Appoint the MAFFESDI Project Coordinator as its main liaison
to collaborate with the TTM Project Manager and other
cooperating units and relevant stakeholders so as to ensure
the promotion and implementation of the Project.
3. Establish an Administrative Working Group and Technical
Working Group to serve as the Project ’ s core task force.
4. Provide the TTM personnel with a furnished office and
accommodation in Belize.
5. Provide the utilities for the above-mentioned office and
accommodation, such as water, electricity and telephone
connections, and assume responsibility for all associated
administrative expenses (water, electricity, telephone
connections, internet access and other charges related to
communications and the maintenance of the facilities).

Article 7:
Exemptions and Courtesies
The government of Belize agrees to exempt Project-related
vehicles, materials, equipment, and supplies from customs duties
and other taxes, and agrees to grant the TTM personnel the
following benefits:
1. Exemption from all residential and local taxes, and income
tax on salaries;
2. Exemption of personal and household effects from all import,
customs and other duties and taxes upon initial entry into
country;
3. The granting of conveniences to TTM personnel, together with
their dependents, to enter, depart from, and reside in Belize
during their period of service;
4. Other special privileges, conveniences and exemptions on
taxes incurred on transfers of property, equal to those
Belize accords the staff members of specialized agencies of
the United Nations;
5. Exemption from customs duties, taxes, and other charges on
vehicles for their personal use (one vehicle per person), the
granting of CD license plates, and exemption from all
applicable taxes in cases where the possession of vehicles is
transferred between project personnel.

Article 8:
Overseas Training and Scholarships
1. The Parties agree that the Ministry of Agriculture,
Fisheries, Forestry, the Environment, Sustainable Development
and Immigration of Belize may recommend the appointment of
personnel to carry out Project operations.
2. As needed, such personnel may, following the approval of the
Embassy of the Republic of China (Taiwan) in Belize or other
authorized agency acting for the government of the Republic
of China (Taiwan), apply to participate in short- or
long-term training, workshops related to natural disaster
management, or higher education scholarship programs that are
offered by the government of the Republic of China (Taiwan),
such that the personnel may continue to facilitate the
operations of the Project for the Ministry of Agriculture,
Fisheries, Forestry, the Environment, Sustainable Development
and Immigration of Belize when the Project is transferred
upon its completion.

Article 9:
Dispute Resolution
Any dispute arising out of the interpretation or application of
this Agreement shall be resolved by consultations between the
Parties.

Article 10:
Entry into Force, Amendments and Termination
1. This Agreement shall enter into force on the date of
signature and remain in force for three (3) years.
2. This Agreement may be amended at any time by the mutual
written consent of the Parties.
3. This Agreement may be extended by the mutual written consent
of the Parties.
4. This Agreement may be terminated by either Party providing a
written notice of termination 60 days in advance to the other
Party.


IN WITNESS WHEREOF, the undersigned, being duly authorized by
their respective governments, have signed this Agreement.
