Article 1
The standard is established in accordance to Article 10 of the Charges and Fees Act, Article 58 of the Act Governing Food Safety and Sanitation, Article 104 of the Pharmaceutical Affairs Act, and Article 7 and Article 16 of the Statute for Control of Cosmetic Hygiene.

Contents of the standard are laid down in the Annex.
Article 3
On grounds for humane or relief purposes, biological preparations in the C numbering section of the Annex that donated for use by international organizations, countries or pharmaceutical corporations can be exempted from all fees upon approval by the central health authorities.
Article 4
Other than the modified annex announced on April 9st, 2015, which will be effective on July 1st, 2015, These standards take effect on the date of promulgation.
