2019-10-03 Drafts Protective helmets nowadays are having multi-functions by using high-tech technology, for examples, the Bluetooth video playback and photography functions. As these new functions are battery-powered (secondary lithium battery cells or secondary lithium battery packs), there are safety concerns. The BSMI is proposing to amend the inspection requirements for certain protective helmets currently subject to legal inspection to ensure their safety with multi-functions. This proposal applies to protective helmets for (1) drivers and passengers of motorcycle and mopeds, (2) pedal cyclists and (3) users of skates, skateboards and roller skates. In addition, a new version of the inspection standard will be adopted for the second and third categories of protective helmets. 2019-08-14 Drafts Bureau of Standards, Metrology and Inspection, MOEA is proposing to expand the product scope of automobile light alloy disc wheels to be subject to mandatory inspection to cover those with diameters more than 18 inches. A recent survey indicated that 50% of motor vehicles were with wheels more than 18 inches in diameter. With a view to ensuring the same level of protection of consumers, the scope of wheels subject to mandatory inspection will be revised to apply to those with diameters not more than 26 inches. Two alternative conformity assessment procedures are made available for the choice of applicants, i.e. Registration of Product Certification or Type-Approved Batch Inspection. 2019-07-23 Drafts Nine articles of "Regulations Governing Customs Bonded Factories" have been amended, mainly as followings : 1. If a company has accumulated losses during the period applying for a bonded factory, the amount of "accumulated loss" is based on financial statements certified by a certified public accountant. 2. When a bonded factory is declared bankrupt, the bonded goods therein shall be disposed of in accordance with the relevant provisions of the "Bankruptcy Act"; if any of such bonded goods are needed for production or export, such bonded goods may be released for use with the approval granted by the Customs against an appropriate amount of security deposit provided by the bonded factory. 2019-07-03 Drafts BSMI is proposing to adopt the revised CNS 560 "Steel Bars for Concrete Reinforcement" (2018) as the new testing and inspection standard, to replace the current CNS 560 (2014). Beginning from 1st, May 2020, steel bars for concrete reinforcement covered in the inspection scope must comply with the revised CNS 560 when imported or placed on the market.
