In order to strengthen the supervision and management of the explosive use process, ensure that sufficient professional personnel are assigned to carry out various duties during blasting operations, maintain the safety of the operation site and the public, and make administrative penalties clear when regulations are violated. Furthermore, in view of the increasingly diverse practical applications of explosive-related technologies, the demand is no longer limited to existing mines, engineering or fireworks manufacturing industries, and their professional technical training and operating procedures are different from the current practices in our country, and require training by foreign institutions. In order to simplify the documents required for attending the professional training course for blasting personnel and applying for the issuance (replacement, renewal) of the blasting professional personnel certificate, these Regulations have been revised.
