Chapter 1 Fire Protection Design
Article 193
The rules specified in this part shall be applied to the following places (referred as places of public hazardous Materials in the following context):
1. Places prescribed in the Establishment Standard and Safety Control Regulation for Manufacturing, Storing, Processing Public Hazardous Substances and Flammable Pressurized Gases Places.
2. Gas station.
3. LPS station.
4. Natural gas storage tank and flammable high-pressure air storage tank.
5. Manufacturer, storage, and retail stores of firecrackers.
Article 194
A place with obvious difficulty in fire-suppression are referred as places with public hazardous Materials that shall correspond to any one of the following subparagraphs:
1. A manufacturing place or common processing place of public hazardous
Materials that shall correspond to any one of the following subparagraphs:
(1) The total floor area is more than 1,000 square meters.
(2) The quantity of public hazardous Materials reaches more than 100 times of the regulation value. However, this shall not apply to the chlorates, perchlorates, and nitrates in Category I public hazardous Materials, the sulfur, iron powder, metal powder, and magnesium in Category II, and the nitric ethers and nitro compounds in Category V, metal azides, or contains any of the above components and for the use of explosives raw materials, or the high flash point Materials with an operating temperature of less than 100℃, which are not included in the control volume calculation.
(3) The manufacturing or processing equipment is more than 6m above the ground. However, this shall not apply to the high flash point Materials with an operating temperature of less than 100℃.
(4) The building may be used for other purposes in addition to processing of public hazardous Materials. However, this shall not apply to the buildings without opening and separated by the walls and floor boards which can resist fire for at least an hour, or the high flash point Materials with an operating temperature of less than 100℃.
2. An indoor storage place which conforms to any of the following subparagraphs:
(1) The quantity of the public hazardous Materials stored reaches more than 150 times of the controlled value. However, this shall not apply to the chlorates, perchlorates, and nitrates in Category I public hazardous Materials, the sulfur, iron powder, metal powder, and magnesium in Category II, and the nitric ethers and nitro compounds in Category V, metal azides, or contains any of the above components and for the use of explosives raw materials, or the high flash point Materials, which are not included in the control volume calculation.
(2) The total floor area of the storage place of Category I, III, V or VI public hazardous Materials is more than 150 m2. However, this shall not apply if there is no opening in every 150 m2 and the place is separated by the walls and floor boards which can resist fire for at least a half hour.
(3) The total floor area of the storage place of inflammable solid of Category II public hazardous Materials or Category IV public hazardous Materials with a flash point of less than 70℃ is more than 150 m2. However, this shall not apply if there is no opening in every 150 m2 and the place is separated by the walls and floor boards which can resist fire for at least an hour.
(4) The building of the storage place of Category I, III, V or VI public hazardous Materials may be used for purposes other than indoor storage. However, this shall not apply if the building has no opening and is separated by the walls and floor boards which can resist fire for at least an hour.
(5) The building of the storage place of the inflammable solid of Category II public hazardous Materials or Category IV public hazardous Materials with a flash point of less than 70℃ may be used for purposes other than indoor storage. However, this shall not apply if the building has no opening and is separated by the walls and floor boards which can resist fire for at least an hour.
(6) The one-storey building with a height of more than 6m.
3. An outdoor storage place of massive solid sulfur with an area of more than 100 m2.
4. An indoor storage tank which conforms to any of the following provisions. However, this shall not apply to the storage place of high flash point Materials or Category VI public hazardous Materials with an operating temperature of less than 100℃:
(1) The surface area of the liquid contained in the tank is more than 40 m2.
(2) The height of the tank is more than 6m.
(3) The room dedicated for the storage tank of the public hazardous Materials with a flash point of more than 40℃ and less than 70℃ shall be in buildings other than the one-story building. However, this shall not apply if the building has no opening and is separated by the walls and floor boards which can resist fire for at least an hour.
5. An outdoor storage tank which conforms to any of the following subparagraphs. However, this shall not apply to the storage place of high flash point Materials or Category VI public hazardous Materials with an operating temperature of less than 100℃:
(1) The surface area of the liquid contained in the tank is more than 40 m2.
(2) The height of the tank is more than 6m.
(3) The quantity of the solid public hazardous Materials stored reaches more than 100 times of the controlled value
6. An indoor gas station with one side opened and the stories above are used for other purposes.
Article 195
A general place of hard to put-out-fire refers to a place having objects with public hazards that conform to any of the following specifications:
1.Manufacturing or general processing place of public hazard objects that conforms to any of the following specifications:
(1)Total floor area is more than (including) 600 m2 and less than (not including)1,000 m2 .
(2)Quantity of public hazard objects exceeds 10 times and less than 100 times of Control Value. However, this shall not apply to chlorates, perchlorates, and nitrates for processing Category I public hazard objects; sulfur, iron powder, metal powder, and magnesium for processing Category II public hazard objects; and nitric ethers, nitro compounds and azide compounds for processing Category V public hazard objects; or objects containing any of the above ingredients and used as row material of explosives; or high flash point objects with an operating temperature less than 100℃.
(3)The place does not meet Subparagraph 1 specification of the previous Article and is used for working place of spray painting, coating, printing, cleaning, quenching, boiler, hydraulic pressure, turning, milling or thermal medium circulation device. However, this shall not apply to places for processing high flash point Materials or Category VI public hazard objects with an operating temperature less than 100℃.
2.Indoor storage place conforming to any of the following regulations:
(1)A building other than a 1-story type.
(2)The quantity of stored public hazard materials exceeds 10 times and is less than 150 times the controlled value. However, this shall not apply to chlorates, perchlorates, and nitrates for processing Category I public hazard objects; sulfur, iron powder, metal powder, and magnesium for processing Category II public hazard objects; and nitric ethers, nitro compounds and azide compounds for processing Category V public hazard objects; or objects containing any of the above ingredients and used as raw material of explosives; or high flash point objects.
(3)Total floor area is more than 150 m2.
3.Outdoor storage place conforming to any of the following specifications:
(1)Area of the place for storing massive solid sulfur is more than 5 m2 and less than 100 m2.
(2)The quantity of the public hazardous Materials stored is more than 100 times of the controlled value. However, this shall not apply to massive solid sulfur or high flash point Materials.
4.An indoor or outdoor storage tank does not reach the provision of an obviously difficult-to-extinguish fire. However, this shall not apply to places storing Category VI public hazard objects or high-flash-point materials.
5.Type II distribution/ selling places
6.Indoor gas stations are not defined as obviously difficult-to-extinguish-fire places.
Article 196
Other places of difficulty in fire fighting include outdoor gas stations and the places which do not reach the provision on the places of obvious or common difficulty in fire fighting.
Article 197
Fire-suppression equipment in places of public hazard objects are classified as follows:
1.Type I fire-suppression equipment: refers to indoor or outdoor hydrant.
2.Type II fire-suppression equipment: refers to automatic sprinkler systems.
3.Type III fire-suppression equipment: refers to water mist, foam, carbon dioxide, intern gas, halocarbon or dry powder fire extinguishing systems.
4.Type IV fire-suppression equipment: refers to large fire extinguishers.
5.Type V fire-suppression equipment: refers to a fire extinguisher, water bucket, water tank, dry sand, expansion vermiculite, or expansion perlite.
Protection facilities of places for manufacturing high-pressure flammable gas, in LPS stations, LNG storage tanks, and places for storing high-pressure flammable gas are classified as follows:
1.Cooling water sprinkle system.
2.Water spray equipment: refers to a fixed water gun, movable water gun or outdoor hydrant.

Article 199
Where Type V fire extinguishing equipment is configured, the minimum efficiency of fire extinguishing shall be calculated in accordance with the following provisions:
1.For a building of a manufacturing or procesing place of public hazardous goods, if the outer wall is fireproof, one unit of fire extinguishing efficiency shall be privided for every 100m2 (including the mantissa less than 100m2) of the total floor area; if the outer wall is not fireproof, one unit of fire extinguishing effiicency shall be provided for every 50m2 (including the mantissa less than 50m2) of the total floor area.
2.For a building of a storage place of public hazardous goods, if the outer wall is fireproof, one unit of fire extinguishing efficiency shall be privided for every 150m2 (including the mantissa less than 150m2) of the total floor area; if the outer wall is not fireproof, one unit of fire extinguishing effiicency shall be provided for every 75m2 (including the mantissa less than 75m2) of the total floor area.
3.For an outdoor auxilairy facility of, and jointly used with, a manufacturing, storage or processing place of public hazardous goods, the horizontal maximum area of the facility shall be regarded as the floor area to calculate the fire extinguishing efficiency in accordance with the provisions set forth in the preceding two Subparagraphs provided that the outer wall is fireproof.
4.Every time the quatity of public hazardous goods reaches 10 times (including the mantissa less than 10 times) of the controlled value, one unit of fire extinguishing efficiency shall be provided.
Article 200
For the Type V equipments other than fire extinguisher, the fire extinguishing efficiency shall be calculated in accordance with the following provisions:
1.Every three 8l water buckets dedicated for fire fighting is 1 unit of fire extingishing effiicency.
2.Every 80l capacity of water tank is 1.5 units of fire extinguishing efficiency.
3.Every 50l of desiccation sand is 0.5 units of fire extinguishing efficiency.
4.Every 160l of expansion vermiculite or expansion perlite is 1 unit of fire extinguishing efficiency.

Article 202
Fire extinguishing equipment shall be configured in the places of common difficulty in fire fighting in accordance with the following provisions:
1.Type IV and Type V fire extinguishing equipment shall be configured in the manufacturing and common processing places, indoor and outdoor storage places, and Type II sales places of public hazardous goods as well as indoor gas stations.The fire extinguishing efficiency of Type V fire extinguishing equipment shall be not less than 1/5 of the minimum effiicency calculated according to the quantity of the public hazardous goods stored or processed.
2.Not less than 1 set of Type IV and Type V fire extinguishign equipment each shall be configured in a place of indoor or outdoor storage tank.
Where Type I, II or III fire extinguishing equipments have been configured in the places listed in the preceding Paragraph, it is not necessary to configure Type IV fire extinguishing equipment within the effective range of the equipment configured.
Article 203
Type V fire extinguishing equipment shall be configured in the other places of difficulty in fire fighting, and the fire extinguishing efficiency shall be not less than the value calculated according to the characteristics of the building and auxiliary facilities as well as the quantity of the public hazardous goods stored or processed. However, if Type I, II, III or IV fire extinguishing equipment have been configured, the fire extinguishing efficiency of Type V equipment within the effective range of the other equipments may be reduced to not less than 1/5.
Not less than two sets of Type V fire extinguishing equipments shall be configured in a place of underground storage tank.
Article 204
In the places where electrical equipments are used, at least one set of Type V fire extinguishing equipment shall be configured for every 100m2 of area (including the mantissa less than 100m2).
Article 205
Automatic fire alarm equipments shall be configured in the following places:
1.A manufacturing place or common processing place of public hazardous goods which conforms to any of the following provisions:
(1)The total floor area is not less than 1,000m2.
(2)The quantity of public hazardous goods reaches not less than 100 times of the controlled value. However, this shall not apply to the high flash point goods with an operating temperature of less than 100℃.
(3)The building may be used for other purposes in addition to the common processing place. However, this shall not apply if the building has no opening and is separated by the walls and floor boards which can resist fire for an hour
2.An indoor storage place which conforms to any of the following provisions:
(1)The quantity of the public hazardous goods stored or processed reaches not less than 150 times of the controlled value. However, this shall not apply to the high flash point goods.
(2)The total floor area is not less than 150m2. However, this shall not apply if there is no opening in every 150m2 and the place is separated by the walls and floor boards which can resist fire for a hour, or the total floor area of the storage or processing place of Category II public hazardous goods other than inflammable solid or Category IV public hazardous goods with a flash point of not less than 70℃ is less than 500m2.
(3)A part of the building is used as the indoor storage place. However, this shall not apply if the building has no opening and is separated by the walls and floor boards which can resist fire for a hour, or if the place is used to store or process Category II public hazardous goods other than inflammable solid or Category IV public hazardous goods with a flash point of not less than 70℃.
(4)One-storey building with a height of not less than 6m.
3.A place of indoor storage tank which meets the provisions on the places of obvious difficulty in fire fighting.
4.An indoor gas station, one side of which is opened and the storeys above which are used for other purposes
In a manufacturing, storage or processing place of public hazardous goods other than prescribed in the preceding Paragraph, Manual alarm equipments or emergency notification equipments with equivalent function shall be configured if the quantity of the public hazardous goods stored or processed reaches not less than 10 times of the controlled value. However, this shall not apply if there is no worker in the place at ordinary times.
Article 206
For a building in which a gas station is located, if the storeys above the second floor are used for other purposes, indicating equipment shall be configured.
Article 206-1
The following firecracker manufacture places shall be equipped with Type V fire-suppression equipment:
1. Firecracker powder storages and processing areas in firecracker manufacture places.
2.Firecracker storages or distribution places that reach regulated amount of
firecracker by the government.
Places that possess floor area over 150 square meters for the usage as prescribed in paragraph1 and 2 shall have outdoor fire extinguishing hydrant in type I fire-suppression equipment equipped. However, the distribution places prescribed in paragraph 2 is exempted.
Article 207
Fire extinguishers shall be configured in the manufacturing, storing, or processing places of inflammable high-pressure gas as well as LPS stations, storage tanks of natural gas, and storage tanks for inflammable high pressure gas.
Article 208
Protective equipments shall be configured in the following places unless water fog spraying devices have been configured:
1.Manufacturing places of inflammable high-pressure.
2.Where not less than 3,000kg of inflammable high-pressure gas or natural gas is stored.
3.Unloading area of gas tank trunk.
4.Fuelling position of gas station, manhole of gas tank, compressor, and pump.
