1. The entire act, which consists of 43 articles, was enacted and promulgated as per the Presidential Order of (91)-Hua-Zong-Yi-Yi-Zi No. 09100003640 on January 16, 2002; it came into effect on the date of promulgation.
2. Articles 14, 18, and 23 were amended and promulgated as per the Presidential Order of Hua-Zong-Yi-Yi-Zi No. 10000123001 on June 15, 2011; the name of Chapter 2-1 as well as Articles 16-1 ~ 16-14, 23-1, 23-2, 24-1, and 24-2 were added; Article 40 was deleted.
3. Article 18 was amended and promulgated as per the Presidential Order of Hua-Zong-Yi-Yi-Zi No. 10500147051 on November 30, 2016.
4. Amended Article 3, 9 and 16-4 promulgated under Presidential Decree Hua Tsung (1) Yi Tzu No.10700137611 on December 19th, 2018
