The Taipei Economic and Cultural Representative Office in the
United States (TECRO) and the American Institute in Taiwan (AIT)
(hereinafter referred to collectively as “ the Parties ” );
Recalling the Agreement between AIT and the Coordination Council
for North American Affairs for Technical Assistance in Dam
Design and Construction, signed on August 24, 1987, and extended
by the Parties on May 7, 2012 for an additional five (5) years
to July 13, 2017, (“ the Agreement ” );
Have agreed as follows:
I. Appendix No. 6 to the Agreement, signed by TECRO and AIT on
December 21, 1992 and June 25, 1993, respectively, as
amended, (“ the Appendix ” )is hereby amended as follows:
A. Section 1, Purpose of the Appendix, is hereby amended to
read as follows:
“1. Purpose of the Appendix
This Appendix authorizes AIT to perform the following
services for TECRO under the Agreement:
a. Technical assistance and consultation on the following
water resources projects:
(1) Hushan Dam and Reservoir Project
(2) Management of Zengwen, Nanhua and Wushantou Reservoirs
and Stabilizing Water Supply in Southern Area
(3) Existing dams and reservoirs facilities improvement
(4) Other technical assistance and consultation on
planning, design and construction of water resources
projects
b. Technical assistance and consultation on dam safety
management:
(1) Dam safety and risk management
(2) Dam safety assessment
(3) Technical consultation on dam monitoring instruments
installation and data analysis
(4) Other technical consultation on request of the Water
Resources Agency of the Ministry of Economic Affairs
regarding dam safety management ”
B. Section 2, Estimated Costs of Services, is hereby amended
to read as follows:
“1. Estimated Costs of Services
TECRO will reimburse AIT the costs for providing
technical assistance and consultation. Daily costs for
each person will include base salary, benefits,
administrative overhead, travel, and per diem costs.
AIT will bill TECRO for actual costs incurred; however,
the annual costs will be limited to the amounts made
available by WRA and agreed to in advance by both
Parties.
Reimbursement for the daily costs will be based on the
following rates, which can be adjusted annually in
accordance with the standards and regulations of the
authorities represented by AIT:
a. Transportation – Costs for airline tickets will be
reimbursed on actual costs for economy class
tickets. Ground transportation will be reimbursed
based on actual costs.
b. Per diem – Costs for lodging and meals will be
reimbursed at the rates in effect at the time of
travel, as established by the U.S. Department of
State. The present per diem rates for Taipei,
Taichung, Kaohsiung and other regions are $280,
$189, $196 and $192 per person per day,
respectively.
c. Staff-day costs – Salary, benefits and
administrative costs will be billed as one charge
and will be applied at the Bureau of Reclamation ’
s Technical Service Center ’ s billable rate,
presently set at $872 per staff-day.
d. Report writing – In addition to charges for travel
to the territory of the authorities represented by
TECRO, Bureau of Reclamation travelers will provide
an estimate for report writing prior to the
commitment of travel. Report writing is limited to a
maximum of 5 staff-days per person per trip. ”
This Amendment shall take effect upon signature by the Parties.
