The Taipei Economic and Cultural Office in Tel Aviv and the
Israel Economic and Cultural Office in Taipei (hereinafter
referred to as "the Parties")

Taking into consideration the importance of the protection and
the improvement of the environment for present and future
generations,

Wishing to strengthen the bilateral cooperation in the field of
environment and to promote greater sharing of knowledge and
experience,

Convinced that the environmental cooperation would generate
mutual benefits across all sectors of society and will
contribute to deepening the friendly relations between the
Parties,

Have reached the following understanding regarding cooperation:

Section 1: Objective
The objective of this Memorandum of Understanding
(MOU) is to promote bilateral cooperation on
environmental issues of mutual interest.
Section 2: Framework
Cooperative activities under the MOU are to be
conducted in accordance with the applicable laws and
regulations of the Parties.
The Parties intend to conduct cooperative activities
under this MOU to promote exchange and cooperation on
environmental issues on the basis of equality,
reciprocity and mutual benefit.
Section 3: Areas of Cooperation
The scope of the cooperation may include, but is not
limited to, joint efforts in the areas of:
‧ Water quality issues, including wastewater
treatment, water and wastewater reuse, water
pollution prevention, protection of aquifers, and
river restoration;
‧ Solid and hazardous waste management, including
waste separation, recycling, and bio-energy
production;
‧ Sustainable consumption and production;
‧ Air quality management, including abatement,
monitoring, and exchange of technical tools and
approaches;
‧ Climate change mitigation and adaptation
approaches;
‧ Environmental technologies, including in the
fields of water, waste and renewable energies;
‧ Environmental education; and
‧ Other areas as identified by the Parties.
Section 4: Forms of Cooperation
The Parties intend to cooperate at the technical
level, including exchange of information and
experiences, and where appropriate, joint research
and collaboration. Cooperation under this MOU may
include, but is not necessarily limited to:
‧ Transfer or exchange of technical information;
‧ Study tours and visitor exchanges;
‧ Training of personnel;
‧ Meetings and conferences;
‧ Research projects; and
‧ Other forms of cooperation as mutually agreed by
the Parties.
Section 5: Implementation
Each Party hereby designates a Contact Point who
should communicate regularly with its counterpart to
implement and review the activities under this MOU
and develop proposals for future activities, as
appropriate. The Contact Points shall be:
For Taiwan – the Environmental Protection
Administration.
For Israel – the Ministry of Environmental
Protection.
Section 6: Funding
Cooperative activities under this MOU shall be
subject to availability of appropriate funds and
other resources of each Party. Unless otherwise is
agreed, each Party shall bear the costs of its own
participation for the activities carried out under
this MOU.
Collaboration under this MOU does not represent a
commitment of funds, personnel, or other resources.
Section 7: Confidential Information
Any information created or furnished in the course of
cooperative activities under this MOU and
business-confidential information obtained and/or
exchanged pursuant to this MOU, designated by either
Party as confidential, is to be treated by the other
party as such.
Section 8: Modification and Interpretation
This MOU may be modified at any time. Such
modifications should be in writing by mutual consent
of the Parties.
Any difference of opinion between the Parties with
regard to the interpretation or application of this
MOU is to be resolved by consultation between the
Parties.
Section 9: Final Provisions
This MOU shall enter into force on the date of
signature. Either Party may discontinue its
cooperation under this MOU at any time, by sending
its decision in writing to the other party. Each
Party should endeavor to provide the other Party with
thirty (30) days advance notice of its decision to
discontinue such cooperation.
The discontinuation of this MOU shall not affect the
implementation of ongoing programs and activities
agreed upon hereunder and initiated prior to such
discontinuation.
Done in Taipei this tenth day of December 2013, which
corresponds with the seventh day of Tevet, 5774 of
the Hebrew Calendar, in two original copies in the
English language.
