Article I: Purpose
This Implementing Arrangement is entered into by the Coordinati-
on Council for North American Affairs (CCNAA) and the American
Institute in Taiwan (AIT) , hereinafter referred to as the "Par-
ties", to implement program activities under the Agreement betw-
een AIT and CCNAA for Technical Cooperation in the Field of Env-
ironmental Protection, dated June 21, 1993 (the "AIT/CCNAA Agre-
ement"). CCNAA, through its cooperating agency, the Environment-
al Protection Administration in Taipei (EPAT), in cooperation w-
ith AIT, through its cooperating agency, the U.S. Environmental
Protection Agency (EPA), shall carry out program tasks, determi-
ne priorities for future cooperation activities, and develop Im-
plementing Arrangements which shall set forth work programs for
such future activities.
Article II: Authorization
The activities described in this Implementing Arrangement shall
be carried out under the general terms and conditions of the AI-
T/CCNAA Agreement. This Implementing Arrangement is hereby atta-
ched to the AIT/CCNAA Agreement and becomes part of the Agreeme-
nt.
Article III: Scope of Work
Program tasks to be carried out under this Implementing Arrange-
ment are summarized
in Attachment 1(CCNAA-AIT Technical Cooperation Program-Summary
and Description) and Attachment 2 (CCNAA-AIT Technical Cooperat-
ion Program Estimated Budget).
Article IV: Responsibilities of AIT
The responsibilities of AIT under this Implementing Arrangement
are:
A.To undertake the tasks and manage the funds set forth in the
Attachment;
B.To make available personnel, equipment and other assistance as
may be necessary to carry out such tasks;
C.To facilitate and provide support for consultations between a-
nd among representatives of CCNAA, EPAT, EPA and other approp-
riate agencies; and
D.To report on an annual basis or at the end of the term of this
Implementing Arrangement to CCNAA on AIT's use of funds recei-
ved from CCNAA pursuant to Article VI.
Article V: Responsibilities of CCNAA
The responsibilities of CCNAA under this Implementing Arrangeme-
nt are:
A.To provide all necessary financial assistance in accordance w-
ith Article V of the AIT/ CCNAA Agreement and Article VI of t-
his Implementing Arrangement, as well as administrative and o-
ther assistance to support AIT in undertaking the tasks set f-
orth in the Attachments;
B.To provide guidance for and to facilitate consultations betwe-
en and among representatives of AIT, EPAT and other appropria-
te agencies; and
C.To ensure that all necessary logistical arrangements for tasks
to be conducted in Taiwan, including the provision of training
and conference facilities, are completed prior to the commenc-
ement of each such task.
Article VI: Financial Arrangements
In accordance with Article V of the AIT/CCNAA Agreement and pri-
or to the commencement of activities by AIT under this Implemen-
ting Arrangement, during each of the fiscal years for which this
Implementing Arrangement is in force, CCNAA shall advance to AIT
the amount of funds (in U.S. dollars) specified in the Attachme-
nts to this Implementing Arrangement. These funds shall be used
by AIT to defray costs that it incurs in carrying out the tasks
that are indicated in the Attachments to be undertaken during s-
uch fiscal year. Upon receipt of funds from CCNAA for each such
fiscal year, AIT shall commence such tasks.
Any funds received by AIT for CCNM that remain at the end of the
term of this Implementing Arrangement shall be returned to CCNAA
.
Article VII: Intellectual Property Considerations
No intellectual property or confidential business information c-
onsiderations are expected to arise in conjunction with activit-
ies to be undertaken pursuant to this Implementing Arrangement.
Article VIII: Effective Date, Amendment and Termination
This Implementing Arrangement shall enter into force on the date
of the last signature hereinafter, may be amended by written ag-
reement of the Parties at any time, and will remain in force for
two years unless extended or terminated by mutual agreement.
Termination shall not affect the validity or duration of activi-
ties not fully completed at the time of termination.
IN WITNESS WHEREOF, the undersigned, being duly authorized, have
signed this Implementing Arrangement.

Tasks for FY 1994
TASK TITLE: Risk Assessment Training

TECHNICAL SCOPE:
(1) AIT, through its cooperating agency, EPA, will invite five
CCNAA-appointed personnel to attend training sessions in the
United States on risk assessment in order to establish a co-
mmon base of knowledge, methodology and terminology for con-
ducting risk assessments. In addition, risk assessment data
bases will be transferred to CCNAA and its cooperating agen-
cy, EPAT.
(2) A technical discussion session for CCNAA-appointed personnel
will be arranged.
TASK TITLE: Environmental Assessment Training

TECHNICAL SCOPE:
(1) AIT, through its cooperating agency, EPA, will study current
environmental problems in Taiwan and develop an EIA case st-
udy for training use. AIT, through its cooperating agency,
EPA, will adapt the current version of environmental assess-
ment techniques (e.g., scooping, evaluation of cumulative i-
mpacts, alternatives analysis) for training in Taiwan.
(2) AIT, through its cooperating agency, EPA, will assist CCNAA
and its cooperating agency, EPAT, and other organizations in
addressing environmental assessment problems.
(3) AIT, through its cooperating agency, EPA, will arrange for
two CCNAA-appointed personnel to visit the United States for
training in environmental assessment.
TASK TITLE: Asian Regional Workshop on Comparative Risk

gional workshop on risk management.
(2) Representative from Asian countries will be invited to atte-
nd the workshop and discuss environmental issues and proble-
ms facing each country represented.
(3) Workshop sessions will be conducted on risk-based priority
setting and case studies applicable to municipal and indust-
rial pollution issues facing Asian countries.
TASK TITLE: Environmental Protection Electronic Data Interchange
(EPEDI)-Phase I.

TECHNICAL SCOPE:
(1) AIT, through its cooperating agency, EPA, will assist CCNAA
and its cooperating agency, EPAT, in conducting a seminar/w-
orkgroup concerning electronic interchange of environmental
protection data (EPEDI) for international information speci-
alists.
(2) Interested EPEDI workgroup participants will work toward de-
veloping international standards. AIT, through its cooperat-
ing agency, EPA, will seek acceptance of these standards by
the international EPEDI community.
(3) AIT, through its cooperating agency, EPA, and CCNAA, through
its cooperating agency, EPAT, will jointly establish systems
capable of supporting EPEDI in the area of air quality data
and other environmental data, as appropriate.
(4) In performing subtask (3) above, two CCNAA-appointed person-
nel will be trained in the United States for two weeks.
TASK TITLE: Environmental Monitoring Systems

TECHNICAL SCOPE:
(1) AIT, through its cooperating agency, EPA, will assist CCNAA
and its cooperating agency, EPAT, in conducting a workshop
in Taiwan concerning environmental monitoring systems for s-
urface water and ocean water. The use of remote sensing tec-
hnologies in such environmental monitoring systems will be
discussed.
(2) AIT, through its cooperating agency, EPA, will assist the U.
S. -Asia Environmental Partnership in its plans to invite U.
S. companies to participate in demonstrations of monitoring
equipment at the workshop.
(3) Two CCNAA-appointed personnel will be trained in water moni-
toring systems and testing methodologies in the United Stat-
es.
TASK TITLE: Hazardous Waste Management and Treatment

(1) AIT, through its cooperating agency, EPA, will assist CCNAA
and its cooperating agency, EPAT, in conducting a four-day
seminar in Taiwan to discuss hazardous waste management sys-
tems and treatment technologies used in the United Stated.
(2) Two CCNAA-appointed personnel will be trained in the United
Sates for four weeks in technologies related to hazardous w-
aste control.
(3) AIT, through its cooperating agency, EPA, will make a follo-
w-up visit to Taiwan to assist in hazardous waste problem-s-
olving.

TASK TITLE: Global Issues (CFC Reduction)

other interested parties.
(2) AIT, through its cooperating agency, EPA, will provide CCNAA
and its cooperating agency, EPAT, with information on contr-
ol measures to achieve CFC reductions.
TASK TITLE: Air Quality Management

this area, as appropriate.
TASK TITLE: Drinking Water Disinfecting By-products (DBPS)

toring systems and state-of-the-art testing methodologies in
the United States.
(3) AIT, through its cooperating agency, EPA, will provide CCNAA
and its cooperating agency, EPAT, with DBPS Regulation-Nego-
tiation (Reg-Neg) policy-making strategies when they become
publicly available.
TASK TITLE: Geographic Information System (GIS)

States to learn GIS as it is used in the U.S.

hese standards by the international EPEDI community.
(2) AIT, through its cooperating agency, EPA, will assist CCNAA
and its cooperating agency, EPAT! in establishing electronic
data system centers in Taiwan to support environmental prot-
ection data interchange.
TASK TITLE: Project Planning and Review
