1.Signed on December 28, 2006; Entered into force on January 1, 2007
 
Based on the Memorandum of Understanding singed on December
13th, 2000 between the National Committee for Population and
Family Planning, now known as the Vietnam Commission for
Population, Family and Children (hereafter referred to as “VCPFC
”) and Department of Health (hereafter referred to as “DOH”),
of Taiwan on the bilateral cooperation in the field of
population, family and children, both parties have agreed on the
following programmes for 2007.
1. DOH, Taiwan will arrange for 03 or 04 groups of personnel
selected by the VCPFC for observation-study tour and training
in Taiwan, including traveling and working:
1.1. One group of 10 persons for a twelve-day
observation-study, training and experience exchange on
administration of issues related to population and
development policies, community-based programs for family
services with focus on reproductive health (in the 2nd
quarter of 2007);
1.2. One group of 10 persons for a twelve-day
observation-study, training and experience exchange on
population quality: newborn screening, early intervention
to prevent genetic defects for children, care and
rehabilitation for disabled children, involvement of
families and communities in healthcare for mothers,
children, and the elderly (in the 2nd quarter of 2007);
1.3. One group of 10 persons for a twelve-day
observation-study, training and experience exchange on
administration of social welfare and development, the
implementation of supporting policies to building resilient
families and communities, and to child protection,
education and care (in the 3rd quarter of 2007).
1.4. One group of 10 persons for a twelve-day
observation-study, training and experience exchange on
administration and provision of services for vulnerable
groups (e.g children and the elderly with difficult
circumstances, poor families, families affected by
HIV/AIDS...) [in case the DOH can arrange for the 4th
group, it will be in the 4th quarter of 2007 ].
2. VCPFC will carry out the following activities:
2.1. To arrange for 01 or 02 missions (10 persons in total)
consisting of experts and representatives from DOH of
Taiwan for 07 days to come to Vietnam for technical
assistance, through a workshop to be held by VCPFC and to
carry out review of cooperation programme in 2007 and
develop bilateral cooperation programme for the next year
(in the 4th quarter of 2007).
2.2. To help editing in Vietnamese language educational
materials on maternal and child health, reproductive health/
family planning developed by DOH.
3. Both parties agreed to exchange printed documents and other
materials related to population and development, family
planning and child protection, education and care.

On other terms and conditions, which are not specified in this
Annex, they shall be referred to the Memorandum of Understanding
dated December 13th, 2000.

Any supplementation and modification shall be agreed upon by
both parties in writing and form an integral part of this Annex.

This Annex is an integral part of the Memorandum of
Understanding dated December 13th 2000.

Done in Hanoi on 28 December, 2006 in English language, in two
copies, each party retains one copy.
