I. INTRODUCTION
1.The Bureau of National Health Insurance (BNHI), Department
of Health, Executive Yuan, Taiwan, and the National Health
Insurance Corporation (NHIC), South Korea, hereinafter
referred to as "the Parties", desiring to improve the
health of the peoples of Taiwan and South Korea, to promote
mutual understanding and friendly relations, and to
cooperate on medical services, have agreed as follows:
Ⅱ.THE RESPONSIBILITIES OF THE PARTIES
2.The Parties may:
i. Hold at least one meeting per year in Taiwan or South
Korea for the planning of measures designed to improve
health insurance services and the training of health
insurance staffs.
ii. Promote and facilitate the exchange of experiences
pertaining to health insurance, including the areas such
as health insurance financing, payment reform, insurer
organization, quality of care, health insurance related
statistics and researches.
iii.Promote and facilitate the development of direct contact
between or among academic institutions, and
non-governmental organizations to support these
endeavors.
iv. Promote health insurance services and personnel exchanges
, including staff training programs.
v. Promote Asian experiences in the health insurance
implementation.
vi. Promote cooperative studies on two countries' National
Health Insurance system, and promote publications of
study results to international journals.
Ⅲ.APPLICATION OF THE MOU
3.The arrangement of funding for any exchanges facilitated
under this MOU will be reviewed on a case-by-case basis.
4.All activities and articles not delineated under this MOU
will be decided by representatives of two parties.
Ⅳ.DURATION AND REVIEW OF THE MOU
5.This MOU shall enter into force from the date of its
signature by the Parties (or upon the accomplishment of the
legal procedures of the Parties).
6.Either Party may request consultations concerning this MOU
by written notice.
7.Either Party may suspend the application of this MOU and
shall notify the other Party of its decision in writing as
soon as possible. The notice shall contain reason(s) for
suspension.
8.Either Party may terminate this MOU by giving three months'
written notice in advance to the other Party.
Ⅴ.SIGNATORIES
9.Each undersigned representative of the BNHI and the NHIC is
authorized to enter into this MOU and to bind the parties
to the terms of the MOU. The parties, intending to be
legally bound, do hereby execute this MOU and commit to its
principles and its responsibilities.
