ERATIVE PROGRAM IN THE BIOMEDICAL SCIENCES BETWEEN THE AMERICAN
INSTITUTE IN TAIWAN AND THE COORDINATION COUNCIL FOR NORTH AMER-
ICAN AFFAIRS

1 General
Pursuant to Amendment No. 2 to the Guidelines additional coop-
erative activities between the American Institute in Taiwan (
hereinafter referred to as AIT") and the Coordination Council
for North American Affairs (hereinafter referred to as "CCNAA
") have been established. These additional cooperative activi-
ties are in the areas of alcohol abuse and alcoholism, drug a-
buse and mental health. AIT works with the Alcohol, Drug Abuse
and Mental Health Administration, Public Health Service, U. S.
Department of Health and Human Services (hereinafter referred
to as ADAMHA"), in administering the additional cooperative a-
ctivities. CCNAA performs a similar function in affiliation w-
ith the National Science Council (hereinafter referred to as "
NSC") in Taiwan.
2 Purpose of Cooperative Activities
To increase the contacts and cooperation between health profe-
ssionals in the United States and Taiwan in the areas of alco-
hol abuse and alcoholism, drug abuse and mental health; to pr-
ovide health professionals with opportunities to exchange inf-
ormation, ideas and techniques; to enhance opportunities to c-
ooperate in resolving problems of common interest; and to uti-
lize special facilities or research opportunities available.
The types of cooperative activities to be pursued may include
the exchange of scientific information,visits, training progr-
ams, seminars and workshops, and cooperative research.
3 Implementation and Coordination
AIT and CCNAA will coordinate and implement the cooperative a-
ctivites agreed to under these guidelines with the appropriate
offices in ADAMHA and NSC. AIT and CCNAA shall each designate
a coordinator to be responsible for the overall coordination
of cooperative activities under this Amendment for each subje-
ct identified as a cooperative activity ; the program coordin-
ators may also name a subject coordinator.
4 Funding
Funding of cooperative activities under this Amendment shall
be carried out on the basis of mutuality, reciprocity, and fl-
exibility. In general, each side will fund the cost of its pa-
rticipation in cooperative activities and may, if it chooses,
provide full or partial support for participation in those ac-
tivities by health professionals of the other side. Decisions
on funding of joint activities will be made by mutual agreeme-
nt.
5 Program Review Meetings
ofessionals Program coordinators shall meet periodically under
AIT and CCNAA auspices to review activities developed pursuant
to this Amendment.
6 Potential Areas of Initial Cooperation

(1) Epidemiological and biochemical studies on alcohol metabo-
lic enzyme
(2) Biomedical research on alcoholism
(3) Studies on the correlation between alcohol drinking and l-
iver disease
b Mental Health
(1) Epidemiological study of mental disorders :
cross--national comparison
(2) Biomedical study of major mental disorders :
Alzheimer's disease, schizophrenia, etc.
(3) Cross-ethnic pharmacological
study of psychotherapeutic drugs
c Drug Abuse
(1) Epidemiological study of drug abuse in Taiwan
(2) Basic medical research in brain receptor bindings of abus-
able drugs
(3) Treatment and clinical research on drug dependence
(4) Drug abuse education for the general pubic and medical pr-
fessionals
