The Ministry of Health of the Kingdom of Saudi Arabia (hereinaf-
ter referred to as First Party) and the Department of Health, t-
he Executive Yuan, of the Republic of China (hereinafter referr-
ed to as Second Party)
Recognizing the friedndly relations existing between the two co-
untries and their respective peoples.
Being desirous of developing medical cooperation, and implement-
ing the arrangements of the Memorandum signed on the ninth of J-
amad Awwal 1399H corresponding to the sixth day of April, 1979,
and subsequent Memoranda Nos. 2 to 5 and the addendum thereto.
Have agreed as follows :

I OBJECTIVES :
1 In view of the traditional intimate friendship and in the spi-
rit of complete and mutual understanding, the Second Party un-
dertakes to delagate a mission of hospital personnel (hereina-
fter called the "Mission") to support the operation of the two
King Fahd General Hospitals at Jeddah and Hofuf. Such services
shall not be extended to other hospitals, clinics or dispensa-
ries of the Kingdom, except under emergency circumstances.
2 The main functions of the Mission shall be limited to provisi-
on of medical service of high quality to the people of Saudi
Arabia, and to conduct educational programs to train junior S-
audi doctors.

II MISSION STAFF :
1 The Mission shall include, but shall not be limited to, medic-
al doctors (including short--term consultant professors), par-
amedical and maintenance personnel, administrative staff, med-
ical assistants and other hospital personnel. However, nomina-
tions thereof shall be subject to the approval of the First P-
arty and all chosen categories shall be of high calibre and g-
ood conduct.
2 The senior member of the Mission will be appointed as Mission
Leader in each Hbspital for managing the affairs of the Medic-
al cooperation program besides his usual tasks.
3 The Second Party shall, in addition to short--term consultant
professors, provide at least 50 specialist doctors by the end
of August 1985.
4 Both hospitals require a minimum number of staff from each ca-
tegory to function statisfactorily as per attached list. The
First Party shall see to it that sufficient job numbers be se-
cured and provided for.
5 Notwithstanding the terms of the contracts signed between the
members of the Mission and the First Party, either Party shall
have the right to replace any member of the Mission by mutual
agreement.
6 The first contract of each individual member of the Mission s-
hall be for two years. This contract may be renewed afterward
each year by mutual agreement of both parties.

III PROGRAM MANAGEMENT :
1 For the training of junior Saudi doctors, an educational prog-
ram proposal shall be drawn up jointly by both Parties for fu-
rther discussion.
2 To prepare the Mission staff before departure to minimize any
language and culture difference difficulties, the Second Party
shall provide adequate training programs to the Mission membe-
rs prior to their departure for the Kingdom. Cost thus incurr-
ed shall be paid from the Administratvie Expenses.

IV SALARIES AND ALLOWANCES:
1 Salaries of the experts and technicians will be calculated ac-
cording to non--saudi employment regulations in addition to 10
0% increase in salary according to the regulations which had
been issued concerning this matter. This increment shall be i-
mplemented as follows :
- the salary increment by 100% will come into effect as of 19-
-9-- 1404 H.
- any expert or technician either signing a new contract or s-
tarting a new year service on or after this date shall be e-
ntitled to the increment.
- those whose salaries are increased by 100% shall work 50 ho-
urs / week.
- those whose salaries are not yet increased shall work accor-
ding to government official working hours for hospitals.
- doctors are considered as specialists if they have had comp-
leted four years training in their area of specialty in a r-
ecognised educational hospital. These will be paid as Master
Degree holders with two years of experience.
2 Administrators and medical assistants shall be paid according
to their qualifications and experience based on the pay scale
of non--skilled workers in the Kingdom.
3 SHORT-TERM CONSULTANTS :
A Short-term consultant professors shall serve in the Kingdom
for a period not less than three months and no more than six
months at one time, or for any legth of time to be mutually
agreed upon in advance.
B Short--term consultant professors shall be paid within the
range of SR. 18,000 and SR. 20,000 per month.
C Short--term associate professors shall be paid within the r-
ange of SR. 15,000 and SR. 18,000 per month.

V ADMINISTRATTVE EXPENSES :
The First Party shall pay the Second Party a lump sum of SR. 1
,000,000 at the beginning of the year as administrative expen-
ses. This money shall be solely handled by the Sine--Saudi Me-
dical Cooperation Committee established by the Second Party.

VI TERMINATION OF PROGRAM :
1 This Memorandum may be reviewed or amended every two years by
mutual agreement if either Party deems it necessary.
2 Either Party shall have the right to terminate the program by
a written notice to be served to the other party. Such notice
shall be given twelve months prior to date of termination.
3 This Memorandum shall take effect as from Ist January 1985.
