ARTICLE I - SCOPE
This Implementing Arrangement describes the
cooperative scientific, technical, engineering and
administrative activities to be undertaken by the
American Institute in Taiwan (AIT) and its
designated representative, the University
Corporation for Atmospheric Research (UCAR), to
provide consultancy services for the Advanced
Operational Aviation Weather System (AOAWS). The
AOAWS is a cooperative effort between AIT, through
its designated representative UCAR, and the Taipei
Economic and Cultural Representative Office in the
United States (TECRO), through its designated
representative, the Civil Aeronautics Administration
(CAA), of the Ministry of Transportation and
Communications (MOTC). This Implementing Arrangement
pertains to the Agreement (dated August 14, 1998,
hereinafter referred to as the Agreement) between
AIT and TECRO for Technical Cooperation associated
with the Establishment of Advanced Operational
Aviation Weather Systems and is a part of the
Agreement.
ARTICLE II - AUTHORIZATION
The activities described in this Implementing
Arrangement will be carried out under the general
terms and conditions established by the Agreement.
The Agreement was entered into by the parties
pursuant to the Taiwan Relations Act of April 10,
1979, Public Law 96-8 (22 USC 3301 et seq.).
ARTICLE III - SERVICES
The AOAWS provides TECRO's designated
representative, CAA, the airlines and the flying
public on Taiwan with state-of-the-art aviation
weather technology for: 1) hazardous weather
phenomena that affect aviation operations, 2)
weather phenomena that affect airspace capacity
and safety at major hub airports, and 3) weather
phenomena that affect overall efficiency of
aviation operations. The AOAWS is a complex system
utilizing several advanced weather sensing
subsystems, integrated communications, advanced
software developed by AIT's designated
representative, UCAR, advanced numerical weather
forecast models developed by UCAR, and advanced
display technology for TECRO's designated
representative, CAA, and airline end users. The
ongoing success of the AOAWS is dependent on
technical cooperation and technology transfer
between the designated representatives of AIT and
TECRO in accordance with the terms and conditions
of the Agreement, this Implementing Arrangement,
and future Implementing Arrangements to be agreed
upon by the parties.
This Implementing Arrangement is specifically
focused on providing support and software
maintenance and upgrade services for the AOAWS
system.
The technical cooperation to be undertaken under
the auspices of this Implementing Arrangement is
defined by the following tasks. Task details,
including specific work to be performed,
performance period, and estimated cost for each
task are contained in the attached Statement of
Work.
A summary description of the tasks to be performed
during this period is provided below.
Task #1 - System Support and Maintenance Services
System administration and software
engineering support will be provided for
the AOAWS system during FY2005. Defects
in the AOAWS System software that arise
or develop during this period will be
addressed and resolved. Support and
maintenance services cover only software
components of the AOAWS. TECRO's
designated representative, CAA, will be
responsible for hardware maintenance.
AIT's designated representative, UCAR,
will provide support as necessary to
TECRO's designated representative, CAA,
on Taiwan to ensure the AOAWS system
serviceability level remains
consistently high.
Task #2 - Operating System Upgrades
During FY2005 the Debian Linux Operation
System (OS) running on the CAA AOAWS
hosts will be upgraded, from the current
version 3.0 (aka woody) to version 3.1
(aka sarge).
Task #3 - Model System Support and Maintenance
Services
General AOAWS model system support and
maintenance services will be provided
during FY2005. It will include upgrading
the component of the MM5 system when it
is necessary. This will be done to
ensure proper operation on the Fujitsu.
Task #4 - AOAWS Project Management
The project management task includes
developing, scheduling and managing the
work, responding to requests from the
CAA, preparing quarterly reports and
participating in AOAWS-related meetings.
In addition, the "AOAWS Enhancement and
Support Project" related coordination
work will also be an important part of
this task.
ARTICLE IV - FINANCIAL PROVISIONS
In accordance with the Agreement, UCAR is
undertaking this technical cooperation as the
designated representative of AIT. TECRO will
reimburse AIT and AIT will make necessary
arrangements to transfer such funds to UCAR for all
costs incurred in association with this
Implementing Arrangement. UCAR's costs for this
technical cooperation will be assessed on the basis
of actual labor time and materials utilized, plus a
3% management fee. TECRO has agreed that fifty
percent (50%) of the estimated cost for the tasks
associated with this Implementing Arrangement will
be transferred in advance to AIT and that the
remaining costs will be reimbursed within 30 days
after acceptance of the deliverables by TECRO and
its designated representative CAA. It is agreed and
understood that the payment will be provided in
US$. The upper limit for expenditures incurred
under this Implementing Arrangement is US$220,000.
UCAR will submit an invoice to AIT for transmittal
to TECRO for payment at the beginning of the
contract period and at the end of the contract
period listing actual costs incurred.
ARTICLE V - INTELLECTUAL PROPERTY CONSIDERATIONS
The deliverables produced under the auspices of this
Implementing Arrangement shall be the sole property
of TECRO and its designated representative CAA.
AIT's designated representative, UCAR, shall have
the right to reference these documents in scientific
publications and other reports as necessary.
ARTICLE VI - EFFECTIVE DATE, AMENDMENT, AND TERMINATION
This Implementing Arrangement takes effect 1
January 2005 and the completion date of tasks
described in this Implementing Arrangement is 31
December 2005. This Implementing Arrangement may be
amended and/or terminated in accordance with the
terms and conditions of the Agreement.

Statement of Work Associated with Implementing Arrangement
Number 8 Consultancy Services For the Advanced Operational
Aviation Weather System (AOAWS) subject to the Agreement between
the American Institute In Taiwan and the Taipei Economic and
Cultural Representative Office in the United States for
Technical Cooperation associated with Establishment of Advanced
Operational Aviation Weather Systems

1.0 Background and Objectives
The Agreement between the American Institute in Taiwan (AIT)
and the Taipei Economic and Cultural Representative Office
in the United States (TECRO) provides for technical
cooperation between the University Corporation for
Atmospheric Research (UCAR), as AIT's designated
representative, and the Civil Aeronautics Administration
(CAA), as TECRO's designated representative. UCAR and CAA
will cooperate on the development and establishment of
operational aviation weather systems.
The Advanced Operational Aviation Weather System (AOAWS)
developed by TECRO's designated representative CAA, requires
up-to-date scientific and technical components in order to
provide a high level of service to the aviation community on
Taiwan. Most of this science and technology has been
developed at UCAR over the past decade and has been
validated in operational environments both in the U. S. and
in other countries.
The AOAWS consists of advanced meteorological sensor systems
(at airports and within the Taiwan airspace), a
communications infrastructure, a product generation
component, a system server component that distributes
products to users, and product displays that present the
advanced weather information to end users. AOAWS system
components have been integrated to form an operational,
turn-key system that serves the aviation community.
UCAR, as AIT's designated representative, will provide the
necessary technology to TECRO and its designated
representative CAA in support of the AOAWS.
2.0 Task Descriptions
The AOAWS Project technical activities will be led again
this year by AIT's designated representative, UCAR, which
will continue to work closely with TECRO's designated
representative, CAA, to address AOAWS-related questions and
issues as necessary and appropriate. UCAR will respond to
routine requests made by TECRO's designated representative,
CAA, and interface with the CAA and the CAA's cooperative
partner, the Central Weather Bureau (CWB). In addition, UCAR
will prepare progress reports, prepare and submit
deliverable documents, prepare and submit project
correspondence, administer the AOAWS contracts, and
correspond with project-related participants.
2.1 Task #1 - System Support and Maintenance Services
System administration and software engineering support and
maintenance will be provided for the AOAWS system during
FY2005. AOAWS components are located at the Taipei
Aeronautical Meteorological Center (TAMC), the Sungshan
Airport (SS) Weather Station and Flight Information Service
(FIS), CKS Airport Weather Station, Radar Facility and FIS,
Kaohsiung Airport (KH) Weather Station and FIS, and the
Taipei Area Control Center (TACC).
AOAWS software components that are covered by this support
and maintenance service include the Multi-dimensional
Display System (MDS), System Monitor Display (SMD), Web
Multi-dimensional Display System (WMDS) and Model Display.
Defects in the AOAWS System software that arise or develop
during this period will be addressed and resolved by AIT's
designated representative, UCAR. Support and maintenance
services cover only software components of the AOAWS.
Support and maintenance services for hardware, communication
network links and network components used by the AOAWS that
are operated by local telecommunications companies and/or
the CAA are not covered; however, UCAR will assist the CAA
in troubleshooting hardware and network problems.
AIT's designated representative, UCAR, will respond as
necessary to ensure that the AOAWS system serviceability
level remains consistently high. Technical points of contact
at UCAR will be provided to the CAA.
The system support and maintenance task includes the
following sub-tasks:
" Providing assistance to the CAA in troubleshooting AOAWS
problems if and when they occur.
" Supporting and maintaining AOAWS software.
" Correcting AOAWS defects that may arise (e.g., software
bugs).
" Installing upgraded software versions as necessary to
address any system defects.

2.2 Task #2 - Operating System Upgrades
The Debian Linux operating system running on all the CAA
AOAWS hosts will be upgraded, from the current version 3.0
(woody) to version 3.1 (sarge), during FY2005. This is
considered a major OS upgrade for the AOAWS machines. The OS
upgrades will be performed on the machines in the AOAWS Lab
at UCAR, where the AOAWS system will then be tested running
the new OS to make sure it is stable. The OS upgrade then be
implemented on the AOAWS system machines in CAA locations
listed in Task #1.
The operating system upgrade task includes the following
sub-tasks:

" Testing and upgrading the AOAWS operating system at UCAR
AOAWS Lab.
" Debugging the simulation AOAWS system after the upgrade,
if needed.
" Implementing the new operating system on AOAWS machines at
TAMC and other CAA locations.

2.3 Task #3 - Model Support, Maintenance and Upgrades

This task consists of general support and maintenance on the
AOAWS MM5 system. It also includes upgrading the component
of the MM5 system when it is necessary. This will be done to
ensure proper operation on the Fujitsu.
MM5 model system support sub-tasks include the following.
" Developing and testing AOAWS model software upgrades when
necessary.
" Maintaining AOAWS model on the CWB computers, including
identifying and repairing any problems reported by CAA
personnel.
" Installing AOAWS model software associated with system
upgrades.
" Updating AOAWS model user manuals, where appropriate,
based on system upgrades.
" Upgrading MM5 and associated preprocessors to the final
MM5 version.
" Upgrading post-processing software and 3DVAR to the newest
version.

2.4 Task #4 - Project management, administration, and
coordinating for the "AOAWS Enhancement and
Support Project"
The project management task will include developing,
coordinating and managing the work performed, responding to
routine requests made by the CAA, interfacing with other
project participants such as the CWB and airlines, preparing
quarterly progress reports, and participating in
AOAWS-related meetings at the CAA. Coordinating for the
"AOAWS Enhancement and Support Project" will also be an
important part of this task during FY2005.
