APPENDIX 9 TO ANNEX 3 TO MEMORANDUM OF AGREEMENT NAT-I-845 BETW-
EEN THE AMERICAN INSTITUTE IN TAIWAN AND THE TAIPEI ECONOMIC AND
CULTURAL REPRESENTATIVE OFFICE IN THE UNITED STATES FLIGHT STAN-
DARDS MANAGEMENT INFORMATION SYSTEM
ARTICLE I-PURPOSE
This Appendix to Annex 3 to Memorandum of Agreement NAT-I-845 (
the Agreement), sets forth the terms and conditions under which
the American Institute in Taiwan (AIT), through its designated
representative the Federal Aviation Administration (FAA), will
make personnel available on a temporary basis to the Taipei Eco-
nomic and Cultural Representative Office in the United States (
TECRO), formerly the Coordination Council for North American Af-
fairs (CCNAA), and its designated representative the Civil Aero-
nautics Administration (CAA), for the purpose of providing tech-
nical assistance related to the development of a Flight Standar-
ds Management Information System (FSMIS).
ARTICLE II-DESCRIPTION OF SERVICES
A.AIT, through its designated representative the FAA, will arra-
nge for two (2) specialists with backgrounds in aviation insp-
ection process, aviation safety analysis, and Information Tec-
hnology (IT) to travel to Taipei, Taiwan on or about October
17, 2004, as detailed separately below:
B.The specialists will perform a temporary assignment of approx-
imately ten (10) working days, from September 20 to October 1,
2004, in Taiwan to provide consultation services relating to
the development of a FSMIS. The consultation will provide the
following services performed by the team:
1.Review all technical documents provided and study the curre-
nt work processes and objectives for the FSMIS prior to lea-
ving the United States,
2.Provide review of the FSMIS requirements,
3.Review the IT architecture of the proposed system for its
structure, efficiency, and use of engineering practices,
4.Review data structures and collection methods in relation to
data reliability,
5.Review proposed analysis procedures for compatibility with
data structures,
6.Make recommendations for further program development,
7.Provide out briefing and summary report,
8.Provide a final report within 60 days.
C.Additionally, the FSMIS team members will perform approximate-
ly forty-(40) hours of related preparatory work prior to the
in-Taiwan temporary assignment.
D.Should additional consultation services be required, the date,
duration, and estimated cost of such services will be agreed
to by the parties in a written amendment to this Appendix or
in a separate appendix.
ARTICLE III - FINANCIAL PROVISIONS
A.The estimated cost for the FSMIS consultation services for
the referenced period is twenty ($20,000) thousand U.S. dolla-
rs, which includes salary and benefits, transportation, per
diem, support from AIT's designated representatives, FAA, and
an administrative overhead charge.
B.TECRO will reimburse AIT for the actual costs incurred by
AIT's designated representative, the FAA, in providing the se-
rvices under this Appendix and an administrative overhead cha-
rge.
C.AIT bills will contain a reference to the Appendix Number NAT-
I-845-3-9 and billing number NB4587TW8 (which are the numbers
assigned to identify this Appendix and which will be referred
to in all related correspondence), and will be supported with
a summary of charges. All AIT bills will be forwarded to TECRO
at:

D.TECRO will pay all bills in accordance with Article III of An-
nex 2 and Amendment 1 of Article III of the Agreement. Paymen-

ARTICLE IV - ENTRY INTO FORCE AND TERMINATION
This Appendix will enter into force on the date of the last sig-
nature and will remain in force until the services described he-
rein are completed, unless this Appendix is terminated in accor-
dance with Article VI of the Agreement.
ARTICLE V-AUTHORITY
AIT and TECRO agree to the provisions of this Appendix as indic-
ated by the signature of their duly authorized representatives.
