Terms and Conditions
Purpose. The American Institute in Taiwan (AIT) through its
Designated Representative, the Nuclear Regulatory Commission
(NRC), will participate in two workshops sponsored by the Atomic
Energy Council (AEC), the Designated Representative of the
Taipei Economic and Cultural Representative Office in the United
States (TECRO). This Memorandum of Agreement provides for the
reimbursement by TECRO's Designated Representative, the AEC, of
the travel expenses of employees of AIT's Designated
Representative, the NRC, to participate in these workshops
entitled "National Fire Protection Association (NFPA) 805
Standard Workshop," and "Digital Instrument and Controls
(Digital I&C) Workshop."
Scope. AIT's Designated Representative, the NRC, will conduct a
workshop on U.S. regulations and issues associated with NFPA 805
and Digital I&C. TECRO's Designated Representative, the AEC,
will share its experience evaluating these regulations and
issues in the territory of the authorities represented by TECRO.
Conclusion summaries and reports will be presented at the next
AIT-TECRO Technical Meeting in Washington, DC in the fall of
2010.
Benefit to TECRO's and AIT's Designated Representatives. TECRO's
Designated Representative, AEC, and AIT's Designated
Representative, the NRC, respectively, will benefit by partaking
in additional technical discussion on the safety regulations and
implications of applying NFPA 805 to the existing fleet and
digital I&C to new construction in the territory of the
authorities represented by TECRO. In addition, these exchanges
facilitate a fruitful relationship that is beneficial to
maintain.
Resource Commitments. AIT's Designated Representative, the NRC,
will prepare presentation material using resources already
allocated to support the Office of Nuclear Reactor Regulations'
international activities. TECRO's and AIT's Designated
Representatives, the AEC and the NRC, respectively, will jointly
agree in writing on the specific goals and agendas of each
workshop prior to the planned events.

Dates. 2010
Location: Taipei, Taiwan
Event: TECRO-AIT Workshops
Reimbursement Procedure. AIT will provide TECRO with an invoice
from actual travel and transportation expenses incurred as part
of this trip. The invoice will be supported with documentation
of travel expenses incurred in accordance with NRC travel
policies and procedures, which are consistent with the Federal
Travel Regulations. AIT shall provide the evidentiary receipts
and payment vouchers, such as airline ticket receipts. TECRO
shall pay AIT for the evident costs associated with the workshop
within one month after receiving these documented costs from
AlT. AIT will transfer to its Designated Representative, the
NRC, funds received from TECRO for the above noted workshops.
Estimated Travel and Transportation Expenses. $48,000 is
estimated for both workshops, $12,000 per traveler, per
workshop. This amount is to cover the cost of business class
round trip airfare and per diem for each traveler.
Entry Into Force. These terms and conditions will take effect on
the last date of signature of TECRO and AIT, hereinafter
referred to as "the Parties", and will remain in effect for
2010, and may be terminated by either Party at any time,
provided that a six month written notice is given to the other
Party. A termination will not affect the validity or duration of
activities prescribed hereunder and initiated prior to such
termination, unless the Parties otherwise mutually determine.
In witness whereof the undersigned have been duly authorized,
and the Parties have signed this Memorandum of Agreement.
