Preamble:
In recognition of the mutual interest in strengthening technical
cooperation and facilitating trade between Taiwan and the
Kingdom of Saudi Arabia, an agreement has been reached between
the Bureau of Standards, Metrology and Inspection (BSMI) and the
Saudi Standards, Metrology and Quality Organization (SASO) to
renew and extend mutual technical cooperation program in all
fields of standardization.

And in response to the common desire of both Parties, the
following Technical Cooperation Program has been signed between:

1- The Bureau of Standards, Metrology and Inspection (BSMI) in
Taipei, Taiwan, and represented by His Excellency Dr. Jay-San
Chen, The Director General of BSMI;
2- The Saudi Standards, Metrology and Quality Organization
(SASO) in Riyadh, Saudi Arabia, and represented by His
Excellency Mr. Nabil A. Molla, The Governor of SASO;

For technical cooperation between them as follows:

First: BSMI shall assist SASO in the following fields:
1- Various standardization activities including
preparation of standards, and in the fields of
laboratories, metrology, calibration, and conformity
assessment procedures.
2- To train some of SASO employees in Taiwan or Saudi
Arabia in various standardization fields especially in
the fields of metrology, electronics, electrical,
mechanical, and building products, textile, and
quality control in accordance with the program to be
laid down by SASO provided that this Program is
coordinated in advance between the Parties. BSMI shall
provide all training facilities, internal travel, and
accommodation for SASO ’ s trainees during their stay
in Taiwan and SASO shall bear airplane tickets and
delegation expenses of his employees.
3- To participate in organizing seminars, symposia and
field visits in various standardization fields inside
the Kingdom of Saudi Arabia and abroad.
4- Cooperation in the fields of mutual recognition for
conformity certificates and quality marks issued by
the Parties.
5- To support SASO in:
a) Evaluating the equivalency of Saudi standards to the
Taiwanese or other International standards and
identifying the Saudi Arabian National Deviations
(SANDS).
b) Disseminating information and awareness of Saudi
standards among Taiwanese exporters.
c) Sharing information about deceptive or fraudulent
exporters.
d) Should the need arise, SASO may solicit the inspection
or other technical services of BSMI for specific
Regulated Products, exporters and/or inspection
locations in accordance with mutually agreed terms.
Second: BSMI shall appoint short term experts to work with SASO
depending on SASO ’ s request and BSMI ’ s budget, in
various standardization fields to be defined by SASO.
Third: Experts selected by BSMI are subject to SASO ’ s
agreement before assuming their work with SASO. SASO is
entitled to request change of any expert whose
performance proves to be unsatisfactory.
Fourth: SASO will annually allocate sufficient financial
resources depending on availability for the execution of
this Program, to be spent as follows:
1- Subsidiary services (technicians, secretaries,
translators, drivers and others).
2- Travel expenses, office furniture and stationery,
appliances, instruments, and testing materials to
carry out research work and duties mentioned in this
Program.
3- Furnished housing, local transportation, medical
treatment at government hospitals in accordance with
medical rules in force in the Kingdom.
4- Any other expenses necessary to execute this Program,
provided that SASO pays necessary funds according to
the needs of BSMI.
Fifth: Working hours for these experts are in accordance with
SASO official work hours.
Sixth: The duration of this Program is 36 Gregorian months as of
the date of its signature and is automatically renewable
unless either Party has objected to this effect.
Seventh:
1- BSMI shall notify SASO - in writing - of any
circumstances that make it impossible for him to
carry out this Program in due time.
2- Either Party may terminate this Program, if found to
be of no use, or should circumstances so demand, on
condition that the desirous Party gives the other
Party one month notice at least.
Eighth: The following agreements are replaced by this Program
and are therefore terminated:
1- Technical Cooperation Program Between the Chinese
Bureau of Commodity Inspection and Quarantine (BCIQ)
and the Saudi Arabian Standards Organization (SASO),
signed on August 10, 1988.
2- Program of Technical Cooperation Between Bureau of
Commodity Inspection and Quarantine (BCIQ) and the
Saudi Arabian Standards Organization (SASO), signed
and renewed on October 22, 1991.
3- Program of Technical Cooperation Between Bureau of
Commodity Inspection and Quarantine (BCIQ), Ministry
of Economic Affairs, Republic of China and the Saudi
Arabian Standards Organization (SASO), signed and
renewed on December 3, 1994.
4- Program of Technical Cooperation Between Bureau of
Commodity Inspection and Quarantine (BCIQ) and the
Saudi Arabian Standards Organization (SASO), signed
and renewed on February 9, 1998.
5- Program of Technical Cooperation Between Bureau of
Standards, Metrology and Inspection (BSMI) and the
Saudi Arabian Standards Organization (SASO), signed
and renewed on April 4, 2002.
Ninth: The Program will become effective on the date of the last
signature and be signed in two original copies in
Chinese, Arabic and English. The three texts shall be
equally authentic, and in case of dispute on
interpretation, the English text shall prevail.
