1.Signed on January 12 and January 4, 2005; Entered into force on January 12, 2005.
 
Bureau of Standards, Metrology and Inspection (BSMI), Taipei,
Taiwan and Mongolian Agency for Standardization and Metrology
(MASM), Ulaanbaatar, Mongolia (hereinafter referred to as "the
parties")

Believing that the cooperation between BSMI and MASM will
further the development of standardization, metrology and
conformity assessment to the benefit of the parties which
represent their respective countries in the field of
standardization, metrology and conformity assessment;

Considering the need for international harmonization of
standardization, metrology and conformity assessment activities,
especially the comparability of national measurement standards;

Understanding the need for, and significance of,
standardization, metrology and conformity assessment for the
prosperity of industry;

Considering the bilateral interest in mutual scientific and
technological cooperation;
Have agreed as follows:

Article 1
The Parties aspire to cooperate in a spirit of trust and
confidence. To achieve this aim, they will inform each other of
focal points of work and the results achieved, come to an
understanding on joint projects in the fields of conformity
assessment, science and technology and exchange personal working
in these fields.

Article 2
Cooperation will cover the following areas in particular:
1.Interlaboratory comparisons of national measurement standards;
2.Study visits and exchange of experts, especially young
scientists or doctoral students in the field of standardization,
metrology and conformity assessment;
3.Joint research and development activities in realization of
new principles; and
4.To provide consultation on modern laboratory equipment to
Mongolia.

Article 3
Cooperation between the Parties will be based on the following:
1.The program of particular activities shall be specified in a
working program. The working program will be updated and
agreed in due time by both Parties.
2.In principle, each Party shall bear their own cost in the
course of cooperation. The costs for local transportation of
trainees shall be covered by the Party providing the training;
the costs for the international travel and subsistence of the
trainees shall be covered by the sending Party.
The expenses for international travel, local transportation
and subsistence for experts providing consultation and
training, shall be covered by the inviting Party.
The specific details regarding the exchange of experts and
trainees will be provided in separate arrangements and
protocol.
3.Implementation of research and development activities depends
on the availability of financial resources of both Parties.
4.To exchange publications and standards developed by either
Party.

Article 4
1.This Memorandum shall be valid for a period of two years and
shall be automatically extended every two years unless
otherwise amended or terminated.
2.This Memorandum shall come into effect upon signing by both
Parties.
3.Either Party may terminate this Memorandum by providing the
other Party with a written notice at least six months in
advance.
4.This Memorandum is done in duplicate in the English language.
