Dear Mr. Chen:
Since October 3, 1984, the American Institute in Taiwan (AIT) a-
nd the Taipei Economic and Cultural Representative Office in the
United States (TECRO), formerly known as the Coordination Counc-
il for North American Affairs, have cooperated under an Agreeme-
nt Relating to the Establishment of a Joint Standing Committee
on Civil Nuclear Cooperation which provides, among other things,
for cooperative programs. We believe that the cooperative proje-
cts that we are currently working on are successful and that a
more structured joint research program in the area of environme-
ntal restoration and waste management would be even more highly
beneficial to our mutual interests.
Recognizing these mutual interests, and pursuant to Article 3 of
the Agreement, we hereby propose to formulate a joint research
program under the Agreement. The terms of the Agreement shall g-
overn this arrangement to the extent applicable.
The main objective of the program will be to conduct joint rese-
arch projects in the areas set out in the "Preliminary Coordina-
tion Plan for Research and Development Projects" (see enclosed
matrix) which has been formulated by members of the Joint Stand-
ing Committee. In order to carry out these projects more effici-
ently and effectively, AIT and TECRO in consultation with the D-
epartment of Energy of the Territory represented by AIT and the
Atomic Energy Council of the Territory represented by TECRO sha-
ll each name a Technical Coordinator to manage and conduct the
joint project.
The responsibilities of the Technical Coordinators shall include
: planning the joint projects and development of annual work pl-
ans; arranging for annual and periodic technical reports, to be
issued in English; facilitating all technical communications; a-
rranging for the implementation of personnel visits; reviewing
the technical progress of experiments and analyses; reviewing p-
lans for publication; and discussion of other matters as mutual-
ly agreed. In addition to these functions, the Technical Coordi-
nators shall be responsible for periodically assessing the Joint
Program's progress and report these assessments to the parties
as needed. The Technical Coordinators shall meet semiannually or
more frequently if required. Decisions of the Technical Coordin-
ators within the scope of their responsibilities shall be by un-
animity.
If this joint research project is acceptable to you, I am pleas-
ed to propose on behalf of AIT that this letter and your favora-
ble response shall constitute an implementing agreement pursuant
to Article 3 of the Agreement.

Dear Mr. Beck:
I have the honor to acknowledge receipt of your letter dated De-
cember 11, 1995 which reads as follows:
"Since October 3, 1984, the American Institute in Taiwan (AIT)
and the Taipei Economic and Cultural Representative Office in t-
he United States (TECRO), formerly known as the Coordination Co-
uncil for North American Affairs, have cooperated under an Agre-
ement Relating to the Establishment of a Joint Standing Committ-
ee on Civil Nuclear Cooperation which provides, among other thi-
ngs, for cooperative programs. We believe that the cooperative
projects that we are currently working on are successful and th-
at a more structured joint research program in the area of envi-
ronmental restoration and waste management would be even more h-
ighly beneficial to our mutual interests.

If this joint resarch project is acceptable to you, I am pleased
to propose on behalf of AIT that this letter and your favorable
response shall constitute an implementing agreement pursuant to
Article 3 of the Agreement.
In reply I have the honor to accept, on behalf of TECRO, the fo-
regoing understandings and to confirm that the aforesaid letter
and this reply shall constitute an agreement between the AIT and
TECRO.
