Ⅰ Note from Mr. Julius L. Katz, Deputy Assistant Secretary for
International Resouces and food policy, to Mr. James C.H. Sh-
en, Ambassador of the Republic of China to United States of
America
August 31,1971
Excellency:
I have the honor to refer to the cotton textile agreement betwe-
en our two Government effected by exchange of notes on October
12,1967, as amended and extended by exchange of notes on Decemb-
er 22,1970 and June 29,1971. As a result of discussions between
representatives of our two Governments, I have the honor to pro-
pose that the aforementioned agreement be further amended and e-
xtended as provided in the following paragraphs:
A Paragraph 1 is amended by changing the first sentence to read
as follows:“This agreement shall extend through December 31,
1971.”
B The last sentence of Paragraph 7 and subparagraph (d) of parg-
raph 15 are deleted.
If the foregoing proposal is acceptable to your Government, this
note and Your Excellency's note of acceptance on behalf of the
Government of the Republic of China shall constitute an amendme-
nt and extension of the cotton textile agreement effected by ex-
change of notes October 12,1967, as amended and extended by exc-
hange of notes of December 22,1970 and June 29,1971.
Accept, Excellency, the renewed assurances of my highest consid-
eastion.

Excellency:
I have the honor to acknowledge receipt of your note of today's
date which reads as follows:
“I have the honor to refer to the cotton textile agreement bet-
ween our two Governments effected by exchange of notes on Octob-
er 12,1967, as amended and extended by exchange of notes on Dec-
ember 22,1970 and June 29,1971. As a result of discussions betw-
een representatives of our two Governments, I have the honor to
propose that the aforementioned agreement be further amended and
extended as provided in the following paragraphs:
A Paragraph 1 is amended by changing the first sentence to read
as follows:“This agreement shall extend through December 31,
1971.”
B The last sentence of Paragraph 7 and subparagraph (d) of para-
graph 15 are deleted.

In reply, I have the honor to state that the Government of the
Republic of China concurs in the proposals quoted above and agr-
ees that your note and the present reply thereto shall be regar-
ded as constituting an agreement between our two Governments on
this matter.
