Tingfu F. Tsiang, Chinese Ambassador to the United States.

Excellency:
I have the honor to refer to the recent discussions between
representatives of our Governments concerning the embargoed
shipments of good in category 57 (Men's and boy's briefs and
undershirts) and to the category 57 ceiling, presently set at
26,250 dozen for the twelve-month period beginning October 1,
1964, under the provisions of the United States-Chinese bila-
teral agreement concerning trade in cotton textiles done at
Taipei on October 19, 1963, as amended.
I am pleased to inform you that the United States Government
is agreeable to setting the export ceiling for category 57 at
a level of 105,000 dozen for the second year of the agreement
commencing October 1, 1964. This ceiling would, of course, be
subject to the provisions of paragraph 6 of the agreement for
subsequent twelve-month periods.
I also wish to inform you that the United States Government
is prepared to agree to the one-time admission of all embarg-
ced shipments classified in category 57 and exported prior to
September 30, 1964. Shipments of goods classified in category
57 now under embargo which were exported after October 1, 196
4 would, of course, be charged against the new ceiling for t-
his category applicable for the second year of the agreement
(October 1, 1964 to September 30, 1965).
The United States Government would be pleased to receive the
agreement of the Government of China to the proposed revisio-
ns to the bilateral agreement as outlined in this note.

y's date proposing an amendment to the bilateral arrangement
concerning trade in cotton textiles between the Republic of
China and the United States, which reads as follows:
“Excellency:

he Republic of China that this amendment to the bilateral ar-
rangement is acceptable and that your Excellency's note and
