The Embassy of the Republic of China to the Kingdom of Swaziland
presents its compliments to the Ministry of Foreign Affairs and
Trade of the Kingdom of Swaziland and has honor to refer to the
former's note No.92/035 of July 1, 2003 regarding the newly-ame-
nded Agreement on Handicraft Technical Cooperation between the
Government of the Republic of China and the Government of the
Kingdom of Swaziland, which has been mutually agreed upon and
come into force on the 1st of July, 2003 by the exchange of not-
es between the two parties.

The Embassy of the Republic of China to the Kingdom of Swaziland
, upon instructions, has pleasure to advise that the Articles of
the Agreement which have been amended are as follows:
a.A. (ii) of Article I : To offer advanced training at the Cent-
re on the following courses:
b.A. (ii). (b) of Article I : General Metal Work and Small Eng-
ines Repair
c.A. (ii). (e) of Article I : Electrical Appliance / Equipment
and Plumbing;
d.A. (iii). of Article I : To assist basic training or offer
advice at the Centre on the following courses:
e.A. (iii). (d) of Article I : Fine Arts and Business Manageme-
nt;
f.A. (iv). of Article I : To employ and remunerate suitably qua-
lified local personnel to assist training.
g.B. of Article I : The number of personnel of the Mission sha-
ll be limited to four (4) persons.
h.3. of Article II : To pay all necessary costs of short-term
training courses and observation tours in the Republic of Chi-
na for appropriate number of Swazi handicraft trainees during
the duration of this Agreement;
i.Article III : The management and administration of the Centre
shall be the responsibility of the Ministry of Enterprise and
Employment or such other Ministry, Department or Division of
the Government or an organization designated by the Government
of the Kingdom of Swaziland for the purpose.

The Embassy has further the houor to advise that the copy of the
Agreement forwarded to the Embassy failed to include “4. This
Agreement is done duplicate in the Chinese and English languages
, both texts being equally authentic.” in Article VI and there-
after to type up “IN WITNESS WHEREOF the undersigned, duly aut-
horized thereto by their respective Governments, have signed th-
is Agreement.” The Embassy has accordingly the pleasure to att-
ach herewith a copy of the complete newly-amended Agreement for
the reference and record of the Government of the Kingdom of Sw-
aziland.

The Embassy of the Republic of China to the Kingdom of Swaziland
avails itself of this opportunity to renew to the Ministry of
Foreign Affairs and Trade of the Kingdom of Swaziland the assur-
ances of its highest consideration.

The Embassy of the Republic of China to the Kingdom of Swaziland
presents its compliments to the Ministry of Foreign Affairs and
Trade of the Kingdom of Swaziland and has the honor to refer to
the former's note No.92/037 of July 3, 2003 with regard to Agre-
ement on Handicraft Technical Cooperation between the Government
of the Republic of China and the Government of the Kingdom of
Swaziland.

The Embassy of the Republic of China to the Kingdom of Swaziland
has the pleasure to express the desire of the ROC, in accordance
with Article VI of the said Agreement on Handicraft Technical
Cooperation between the Government of the Republic of China and
the Government of the Kingdom of Swaziland, to renew the Agreem-
ent through exchange of notes for a further period of three yea-
rs from 1 July 2003 to 30 June 2006. The ROC party also suggests
that the following Articles of the aforesaid Agreement be amend-
ed as follows:

Article I
(ii) To offer advanced training at the Centre on the following
courses:
(a) Homecraft and Dress Design
(b) General Metal Work and Small Engines Repair
(c) Industrial Sewing
(d) Computer and Word Processing
(e) Electrical Appliance / Equipment Repair and Plumbing;
(f) : (deleted)
(g) : (deleted)
(iii) To assist with basic training or offer advice at the Cen-
following courses:
(a) Wood and Stone Carving
(b) Ceramics
(c) Leather Craft
(d) Fine Arts and Business Nanagement;
(iv) To employ and remunerate suitably qualified local personn-
el to assist with training.
B.The number of personnel of the Mission shall be limited
to fowr (4) persons.

Article II
3.To pay all necessary costs of short-term training courses and
observation tours in the Republic of China for an appropriate
number of Swazi handicraft trainees during the duration of this
Agreement;

Article III
The management and administration of the Centre shall be the re-
sponsibility of the Ministry of Enterprise and Employment or su-
ch other Ministry, Department or Division of the Government or
an organization designated by the Government of the Kingdom of
Swaziland for the purpose.

The Embassy would appreciate the timely confirmation reply from
the Government of the Kingdom of Swaziland with respect to the
renewal of this Agreement as well as the amendments to its Arti-
cles I, II and III.

The Embassy of the Republic of China to the Kingdom of Swaziland
avails itself of this opportunity to renew to the Ministry of F-
oreign Affairs and Trade of the Kingdom of Swaziland the assura-
nces of its highest consideration.

The Ministry of Foreign Affairs and trade of the Kingdom of Swa-
ziland presents its complements to the Embassy of the Republic
of China and has the honour to tefer to the latter's Notes CE92/
037 and CE92/040 regarding the Agreement on the Handicraft Tech-
nical Cooperation between the twe countries.

The Ministry on behalf of the Government of the Kingdom of Swaz-
iiand agrees to the renewal of the Agreement for a period of th-
ree years with effect from the 1st July,2003. The Ministry also
accepts all the amendments stated in the two diplomatic notes.

The Ministry of Foreign Affairs and Trade of the Kingdom of Swa-
ziland avails itself of this opportunity to renew to the Embassy
of the Republic of China the assurances of its highest consider-
ation.
