Title: Regulations on Medical Care for Veterans CH

Article 1
These Regulations are enacted pursuant to Article 14, and Paragraph 2, Article 33 of The ROC Veterans Assistance Act (hereinafter referred to as "the Act").
Article 2
These Regulations are applicable to those who hold an honorable citizen certificate of the Republic of China (hereinafter referred to as "Veteran Certificate"), Meritorious Soldier Certificate, or Certificate of Household Representative of the Deceased Veterans’ Dependent issued by the Veteran Affairs Council, R.O.C. (hereinafter referred to as "the Council").
Article 3
Where a person as referred to in the above article is an insurant under Item 1, Subparagraph 6, Paragraph 1, Article 10 of the National Health Insurance Act, the following provisions shall apply:
1.Where he accepts medical treatment in a medical institution other than the national health insurance medical service institutions affiliated to the Council, the Council shall subsidize him for the expenses that should be burdened by himself according to the National Health Insurance Act and its Enforcement Rules. The Council will allocate the aforementioned expenses in advance once every half-year to the National Health Insurance Administration, Ministry of Health and Welfare for transferring to the related medical institutions, and the medical institutions shall settle the accounts periodically at the Council.
2.Where he accepts medical treatment in a medical institution affiliated to the Council, the Council shall subsidize him for the expenses that should be burdened by himself according to the National Health Insurance Act and its Enforcement Rules and the expenses that are not covered by the national health insurance.
Article 4
Where the persons referred to in Article 2 who have joined the national health insurance program, have occupations, and are not the insurants as prescribed in Item 1, Subparagraph 6, Paragraph 1, Article 8 of the National Health Insurance Act accept medical treatment in the medical institutions other than the national health insurance medical service institutions affiliated to the Council, the relevant provisions of the National Health Insurance Act shall apply. Where they go to the medical institutions affiliated to the Council for medical treatment, the Council shall subsidize them for the expenses burdened by themselves according to the following proportions and their military rank at the time when they retire from the army: Colonel, 20%; Lieutenant Colonel and Major: 50%; Company Officer: 70%; and Noncommissioned Officer and Soldier: 100%.
Article 5
The persons referred to in Article 2 except the high utilization insurants of the national health insurance shall be freed from the registration fee when going to the medical institutions affiliated to the Council for medical treatment.
The preceding paragraph shall mutatis mutandis, apply to the second category of veterans who are unemployed within the assistance time period mentioned in Subparagraph 2, Article 2-1 of the Enforcement Rules of the Act.
Article 6
Where the persons referred to in Article 2 who hold a Veteran Certificate or Meritorious Soldier Certificate but don't meet the qualification for joining the national health insurance go to the medical institutions affiliated to the Council for medical treatment, the Council shall subsidize them for the medical expenses.
Article 7
For the persons referred to in Article 2, the food expenses during the period of hospitalization shall be burdened by themselves. However, the Council shall subsidize the veterans hospitalized in the medical institutions affiliated to the Council for the difference of their food expenses.
Article 8
For those who hold a Veteran Certificate or Meritorious Soldier Certificate and meet the provisions of Articles 3 and 4, the Council shall compile a budget of official business to pay the expenses for the non-active treatment equipment and the medical expenses for them to be hospitalized in the Nursing (Rehabilitation) Home of veterans hospital or the Veterans Home that are not included in the national health insurance.
Article 9
The service and maintenance institutions of the Council shall assist the objects of application of these Regulations to handle the affairs concerning the national health insurance, medical care, and so on.
Article 10
These Regulations shall come into effect on the date of promulgation whereas the articles amended and announced on April 20, 2016 shall become effective on March 1, 2016.
