Article 1
The Ministry of Environment shall establish the Chemicals Administration (hereinafter referred to as the “CHA”) to administer the matters of chemicals management and disaster prevention and response.
Article 2
The CHA shall be in charge of the following matters:
1.Drafting, promotion, implementation, and supervision of chemicals management policies and laws and regulations.
2.Drafting, promotion, implementation, and supervision of environmental agents management policies and laws and regulations.
3.Drafting, promotion, implementation, and supervision of chemical hazard, spread, and exposure risk assessment and management strategies.
4.Drafting, promotion, implementation, and supervision of chemicals information integration, analysis, and utilization policies.
5.Drafting, promotion, implementation, and supervision of chemical disaster prevention and response policies and laws and regulations.
6.Planning, coordination, and promotion of international cooperation and technological application development of chemicals and environmental agents.
7.Incoming, outgoings, custody, and utilization of the chemicals management fund.
8.Other matters related to chemical management.
Article 3
The CHA shall have one Administrator in Senior grade 13 and two Deputy Administrators in Senior grade 12.
Article 4
The CHA shall have one Secretary-General in Senior grade 11.
Article 5
The ranks, grades and number of positions of the CHA staff shall be governed by a separate organizational chart.
Article 6
The implementation date of this Act shall be decreed by the Executive Yuan.
