Chapter V Other Inspection Statutory Fees
Article 22
The fees involved in voluntary product certification shall be collected as follows, except for those otherwise specified in these Regulations.
1. Examination fee:
(1) Application fee: NT$5,000 for each type and NT$3,000 for each type in a series;
(2) Extension of certificate: NT$3000 for each renewed certificate;
2. Assessment fee: NT$8,000 per day for each assessor. NT$4,000 will be charged for an assessment conducted in less than four hours.
3. Registration fee: an annual fee shall be collected in accordance with Annex II.
4. Certificate fee: NT$500 for each new or replacement certificate.
Article 23
The fees for renewable energy certification (REC) shall be collected as follows:
1. Examination fees: NT$3 per certificate for each REC application.
2. Assessment fees: NT$8,000 per day for each assessor for assessment. NT$4,000 will be charged for an assessment conducted in less than four hours.
3. Service fees: NT$0.5 per certificate for each REC transferring
Article 24
The fees for management systems certification shall be collected as follows:
1. Examination fee: NT$10,000 for each application.
2. Assessment fee: NT$8,000 per day for each assessor for assessment, second assessment, or surveillance. NT$4,000 will be charged for assessment conducted in less than four hours.
3. Registration fee: An annual fee of NT$12,000 shall be collected from each application.
4. Certificate fee: NT$2,000 for each new certificate and NT$500 for each replacement certificate.
Assessment fees shall not be collected for applications made via certification bodies that have cooperative agreements on co-registration with the BSMI, and have been granted registration by the BSMI.
Article 25
The assessment fee for factory inspection under the Registration of Product Certification and the Voluntary Product Certification schemes is NT$8,000 per day for each assessor. NT$4,000 will be charged for an assessment conducted in less than four hours.
Article 26
The inspection fees for contracted inspection shall be charged based on the FOB price in accordance with the following fee rates, unless other regulations apply:
1. FOB under US$10,000: a fee rate of 0.3%.
2. FOB more than US$10,000 and up to US$100,000: a fee rate of 0.1% for the amount over US$10,000.
3. FOB more than US$100,000: a rate of 0.05% for the amount over US$100,000.
The inspection fees for each batch of commodities mentioned in the preceding items 1) to 3) shall be charged at a minimum of NT$200.
The on-site fees shall be collected in accordance with Article 9 of these Regulations.
Article 27
The fees for contracted inspection of fishery products for export shall be collected as followings:
1. Examination fee: NT$600 for each application.
2. The on-site fees: charged in accordance with Article 9 of these Regulations.
Article 28
The fees for other testing or technical services shall be collected in accordance with the following rules:
1. The fees for other testing or technical services shall be collected in accordance with the fee rates set forth in Annex III. If the fee rate for a specific item is not available, the rate for similar items shall apply.
2. If the testing requires a special pharmaceutical facility or large volumes of material, such as water, electricity, gasoline or coal, additional fees shall be charged on a case-by-case basis according the expenses for testing.
3. An extra 40% of the testing fee shall be collected to expedite an application.
4. If on-site sampling by an inspector is required, the on-site fees shall be collected in accordance with Article 9 of these Regulations.
5. NT$100 shall be charged for each new or replacement testing report or technical service report.
6. A service fee of NT$50 shall be charged for each application.
If testing is unable to be conducted due to special circumstances, the fees set forth in the subparagraphs 1 to 4 of the preceding paragraph shall be returned. If no testing is conducted, an application for the return of the fees set forth in the preceding subparagraphs 1 to 4 of the preceding paragraph may be submitted to the inspection authority. However, the service fee mentioned in subparagraph 6 of the preceding paragraph are not refundable.
Article 29
For the application for importing undenatured ethyl alcohol for testing purposes, the examination fee of NT$600 shall be collected for each application.
Article 30
The BSMI shall charge a business operator for related inspection, assessment, examination or technical services to be conducted abroad in accordance with these Regulations. The fees shall be collected based on the rates stipulated in the “Guidelines Governing Fees for Travelling Abroad”.
Article 31
These Regulations shall take effect from the date of promulgation.
