The government of Saint Vincent and the Grenadines (hereinafter
referred to as “Party A”) and the government of the Republic
of China (Taiwan) (hereinafter referred to as “Party B”),
being desirous of further strengthening friendly bilateral
relations and promoting technical cooperation, have agreed
through their respective representatives upon the following
articles.

ARTICLE 1
Project objectives:
A. study on a limited basis the techniques of intensive
cultivation in small farms with lower-intermediate capital
input to ensure their maximum production of crops and
livestock, and other related new projects (such as
aquaculture) as agreed upon by both Parties, for reducing the
need for related imports;
B. introduce new measures for soil and water conservation and
crop rotation systems to enhance land fertility and
productivity;
C. achieve a level of production that will ensure an adequate
level of nutrition throughout the year and a marketable
surplus to supplement income; and
D. show by demonstration how objectives A-C can be achieved.

ARTICLE 2
The project includes:
A. Research:
1. determine how climate and soil conditions may be used
toadvantage to provide the best results under a
year-roundproduction system;
2. adopt selected varieties of crops and continue searching
forbetter strains;
3. develop a system of record-keeping and farm
productionanalysis for general application on small farms;
and
4. test available small-farm machinery (both hand and power)
todetermine the most suitable for local use.
B. Training:
1. The technicians of Taiwan and Saint Vincent and
Grenadineswill train farmers and related associations
involved in theproject in new techniques.
2. The two Parties will cooperate in the production
ofeducational materials.
C. Reporting:
1. Reports and evaluations will be made seasonally, but
noinformation will be released unless previously cleared
byParty A.
2. Complete records on input and output will be kept
toascertain the economic viability of farm operations.

ARTICLE 3
A. Both parties agree to the continuity of the Technical Mission
(hereinafter referred to as “the Mission”), which will be
composed of various agricultural experts and technicians
according to the project’s needs.
B. In the event that the aforementioned technicians cannot
continue to perform their duties, Party B shall substitute
them with new technicians.
C. Party B shall defray the traveling costs of the members of
the Mission to and from Saint Vincent and the Grenadines and
assume responsibility for their salaries during the period of
their services.
D. Party A shall exempt the aforementioned salaries from all
resident and local taxes. The personal and household effects
of the members of the Mission imported within one year of
their arrival will also be exempt from all customs duties,
taxes and other charges. Party A shall also accord the
members of the Mission and their dependants entry and exit
conveniences during the period of their service in St.
Vincent and the Grenadines. The Mission shall be allowed to
import and export automobiles for personnel and family use
free of all customs duties, taxes and other charges.
Should the aforementioned automobiles be disposed of within four
years of the grant of this concession, they will be subject to
the relevant custom duties, taxes and other charges. The members
of the Mission shall be allowed to apply for a CD license plate
for their vehicles.

ARTICLE 4
A. Party B shall provide its Mission with the necessary
agricultural implements and seeds available in Taiwan and
ship them to Saint Vincent and the Grenadines.
B. Upon arrival of the said agricultural implements and seeds at
the port of Saint Vincent and the Grenadines, Party A shall
exempt them from customs duties, taxes and other charges.
Party A shall pay the warehousing, wharfage and other related
expenses and assume responsibility for transporting them
locally.
C. The above-mentioned agricultural implements shall be donated
to Party A upon the termination of services of Party B’s
Mission.

ARTICLE 5
Party A shall provide the Mission with demonstration farms,
assistant experts, office facilities and related services, as
well as the necessary agricultural equipment/tools and seeds not
available in Taiwan, such as fertilizers and pesticides. Party A
shall also supply furnished housing for the members of the
Mission and transportation for their official duties.

ARTICLE 6
All produce from the demonstration farms, except the portion
required for personal Consumption by members of the Mission and
for planting, shall be handed over to Party A, which will
determine how it will be used. Party A may, for instance,
consider using the produce, including seedlings, fruit, etc.,
for distribution to local farmers at a minimal cost or for sale
to the general public. Such funds will be deposited in a type of
revolving fund to be managed jointly by Party A and the Mission
and used to support this technical cooperation program.

ARTICLE 7
Party A shall appoint a liaison officer to render the Mission
all necessary assistance.

ARTICLE 8
The period of service of the Mission in Saint Vincent and the
Grenadines shall be in Accordance with estimated time needed to
complete the projects and calculated from the date of the Mission
’s arrival in Saint Vincent and the Grenadines. The period may
be extended via written agreement between the two Parties before
the allotted time expires.

ARTICLE 9
This Agreement shall enter into force retroactively from the
thirty-first day of August of the year two thousand six to the
thirtieth day of August of the year two thousand eight in the
Gregorian calendar.


IN WITNESS WHEREOF, the undersigned, being duly authorized
thereto by each’s respective government, have signed this
Agreement.


DONE in duplicate in Chinese and English languages, with both
texts being equally authentic, at Kingstown, Saint Vincent and
the Grenadines on the twentieth day of the ninth month of the
ninety-fifth year of the Republic of China (Taiwan), which
corresponds to the twentieth day of the ninth month of the year
two thousand six in the Gregorian calendar.

The Embassy of the Republic of China (Taiwan) presents its
compliments to the Ministry of Foreign Affairs, Commerce and
Trade of St. Vincent and the
Grenadines and has the honour to refer to latter's Note No.
466/2006 concerning the Agreement on Agricultural Technical
Cooperation between the Government of the Republic of China
(Taiwan) and the Government of St. Vincent and the Grenadines.

The Embassy bas the pleasure to inform the esteemed Ministry
that the Government of the Republic of China (Taiwan) bas agreed
upon the draft revised by the Government of St. Vincent and the
Grenadines as attached with the aforementioned Note, with
suggestions to mention both governments in full name only once
and thereafter as Party A and Party B respectively throughout
the rest of the Agreement, and to emphasize, in the last phrase
of Point 2 of Article 1, that new measures are introduced "to
enhance land fertility and productivity."

The Embassy has the further honour to inform that the Embassy on
behalf of the Government of the Republic of China (Taiwan) is
ready to sign the Agreement with the Ministry of Agriculture,
Forestry and Fisheries on behalf of the Government of St.
Vincent and the Grenadines. Attached please find two sets of the
Agreement in both English and Chinese for signature. Texts in
both languages are equally authentic.

The Embassy of the Republic of China (Taiwan) avails itself of
this opportunity to renew to the Ministry of Foreign Affairs,
Commerce and Trade of St. Vincent and the Grenadines the
