CPES PROJECT NO. 2 JOINT RESEARCH ON THE HEALTH EFFECTS OF ARSEN-
IC
Pursuant to the "Guidelines for a Cooperative Program in the En-
vironmental Sciences" between the American Institute in Taiwan (
AIT) and the Coordina- tion Council for North American Affairs (
CCNAA), dated November 3, 1987, the U. S. Environmental Protect-
ion Agency (USEPA) acting on behalf of AIT, and the National Sc-
ience Council (NSC), acting on behalf of CCNAA, will jointly co-
nduct a reserch project on the health effects of arsenic. The p-
roject will begin on the date of the signing of this agreement
and will be effective for a period of three years unless otherw-
ise terminated at the request of one of the contracting parties
or extended upon the agreement of both contracting parties. Det-
ails of the project, which will be identified as CPES Project No
.2, are contained in Attachment No. 1 of this agreement.

ATTACHMENT TO CPES PROJECT NO. 2 JOINT RESEARCH ON THE HEALTH E-
FFECTS OF ARSENIC
1 Background
In June 1988 a team from USEPA visited Taiwan to discuss rese-
arch on the health effects of arsenic that would be of mutual
interest to the USEPA, NSC,Taiwan Emvironmental Protection Ad-
ministration, Academic Sinica, National Taiwan University Med-
ical School and National Cheng Rung University medical School.
As a result of that visit, we did not agree on any specific r-
esearch area at the time of visit. Several areas of research
were thought worthy of investigation.
2 Project Details
Initial areas for joint research will be as follows :
a The collection and analysis of data regarding exposure to w-
ell water in the endemic area for those individuals included
in recent epidemiologic studies of arsenic ingestion and in-
ternal cancer.
b The collection and analysis of data regarding the presence
of arsenic in foodstuffs that are produced in the arsenic e-
ndemic area.
c The implementation of a collaborative study to investigate
oncogene activation in arsenic induced tumors. Such a colla-
b orative study will entail the identification and supply of
appropriate tissues and a delineation of the relative roles
of researchers in Taiwan and the United States.
d The investigation of the potential of people in endemic are-
as to methylate arsenic and whether susceptibility to arsen-
ic induced disease is related to the ability to methylate a-
nd excrete arsenic. Additional areas for joint research will
be the subject of addenda to this Attachment to CPES Project
No.2.
e Cancer dose-response assessment of migrants who moved into
and out of the endemic area.
3 Responsible Parties
a USEPA will be responsible for implementation of the joint r-
esearch project in the United States on behalf of AIT.
b NSC will be responsible for implementation of the joint res-
earch project in Taiwan on behalf of CCNAA.
4 Funding
a USEPA will be responsible for the salaries and support costs
of its personnel involved in implementaion of the joint res-
earch project in the Unites States. USEPA will absorb any a-
dministrative costs involved in arranging visits to the Uni-
ted States by researchers from Taiwan for orientation and /
or training. USEPA will also be responsible for the interna-
tional travel costs of USEPA personnel who visit Taiwan in
connection with implementation of the project.
b NSC will be resposible for the salaries and support costs of
its personnel involved in implementation of the joint resea-
rch project in Taiwan and for ensuring that cooperating ins-
titutions in Taiwan will be responsible for the salaries and
support costs of their personnel involved in implementation
of the joint research project. NSC will absorb any administ-
rative costs involved in arranging visits to Taiwan by USEPA
personnel for orientation and / or training. NSC will be re-
sponsible for the international travel costs of personnel f-
rom Taiwan who visit the United States in connection with i-
mplementation of the project and for the expenses of such p-
ersonnel while they are in the United states.
