Implementing Arrangement Number 4 to the Guidelines for a Cooperative Program in Public Health and Preventive Medicine between the Coordination Council for North American Affairs and the American Institute in Taiwan

A.Objectives
The activities described in this Implementing Arrangement will
be carried out under the general terms and conditions
established between the Coordination Council for North
American Affairs, since renamed the Taipei Economic and
Cultural Representative Office in the United States (TECRO)
and the American Institute in Taiwan (AIT) (otherwise known as
the Parties), in the Guidelines for a Cooperative Program in
Public Health and Preventive Medicine, hereinafter referred to
as the Guidelines. This Implementing Arrangement is hereby
attached to the Guidelines and becomes part of the Guidelines.
1.To improve capacities of epidemiologic investigation,
research, and public health surveillance in the territory of
the authorities represented by TECRO.
2.To evaluate, assess and reform the Field Epidemiology
Training Program (FETP) of the territory of the authorities
represented by TECRO.
The TECRO designated topic coordinator for the activities
described in this Implementing Arrangement is:

B.Services
TECRO, through its designated representative, Taiwan CDC,
intends to provide the following services:
1.Selecting an appropriate candidate who meets the criteria for
admission to the EIS program annually, sending that candidate
to Atlanta, Georgia, for a formal interview with the EIS
staff, and, if the candidate is accepted, sending the
candidate to Atlanta for training for two years.
2.Providing complete financial support to Taiwan CDC
candidates/EIS participants during the two-year training
program and during the preceding EIS Conference.
3.Sharing infectious disease-related data with accepted
candidates for any available assignment of their choice.
4.Inviting experts from HHS/CDC ’ s EIS program to visit Taiwan
CDC once a year to assist TECRO ’ s designated
representative, Taiwan CDC, in evaluating, reviewing and
improving the FETP in Taiwan.
AIT, through its designated representative, the Centers for
Disease Control and Prevention within the United States
Department of Health and Human Services (HHS/CDC), intends to
provide the following services:
1.Training up to five candidates (EIS officers) in ten years for
TECRO ’ s designated representative, the Centers for Disease
Control (Taiwan CDC).
2.Providing HHS/CDC EIS training, which is a unique, 2-year
postgraduate program of service and on-the-job training, for
qualified candidates from TECRO ’ s designated
representative, Taiwan CDC.
3.Sharing experiences of the US EIS program with TECRO ’ s
designated representative, Taiwan CDC to improve the Taiwan
FETP program.
C.Additional Implementation Plans
Accepted candidates are to attend the annual HHS/CDC EIS
Conference in April prior to the start of their training in
July. The candidate is to participate in the regular
assignment “ match ” process and should be free to compete
with the rest of the class for any available assignment
choices.
D.Financial Arrangements
TECRO, through it designated representative, Taiwan CDC, is
responsible for providing all salary, travel, insurance
expenses, related expenses, etc., for any EIS applicant and
any accepted candidate/EIS participant.
E.Intellectual Property Considerations
No intellectual property rights (IPR) issues are expected to
arise in conjunction with activities described in this
Implementing Arrangement. TECRO, through its designated
representative, the Taiwan CDC, is requesting AIT ’ s
designated representative, HHS/CDC ’ s, expertise and
knowledge to train Taiwan CDC staff in epidemiology
investigation related skills. The objective of the cooperative
activities is to improve capacities of epidemiologic
investigation, research, and public health surveillance in the
territory of the authorities represented by TECRO.
Data/results from the training activities of the candidate/EIS
participant will be subject to the customary approval and
clearance requirements in effect for all EIS officers and
shall not be distributed to other parties until they have been
approved in final form by AIT ’ s designated representative,
the HHS/CDC, and its EIS program.
F.Effective Date
This Implementation Arrangement is effective on the date of
the last signature hereafter.
G.Amendment and Termination
This Implementation Arrangement may be amended through mutual
consent of the Parties or terminated at the discretion of
either Party.
IN WITNESS WHEREOF, the undersigned, being duly authorized
have signed this Implementing Arrangement.
