THE TAIPEI ECONOMIC AND CULTURAL OFFICE IN CANADA (TECO) AND THE
CANADIAN TRADE OFFICE IN TAIPEI (CTOT), hereinafter referred to
as the “ Participants ”;

WISHING to cooperate on health related research training;

CONSIDERING that the Canadian Institutes of Health Research ’ s
Institute of Genetics (CIHR-IG) demonstrated expertise in health
research and related research training;

CONSIDERING that the Department of International Cooperation of
the National Science Council (NSC-DOIC) is responsible for
promoting national science and technology development, providing
support to academic research and training;

HAVE COME to the following understanding:

1. Programme Description
(a) The purpose of this Memorandum of Understanding (MOU) is to
set out a framework for a program that will provide up to
ten Canadian Masters and PhD students (graduate students) in
Canadian Institutes of Health Research ’ s (CIHR) four
themes of health research (i.e. biomedical; clinical; health
systems services; social, cultural, environmental and
population health) with first-hand research experience in an
international setting.
(b) The Participants understand that:
(i) This student mobility program will promote international
awareness and will contribute to developing the skills
required to further improve the participant's ability to
collaborate with foreign counterparts in the future;
(ii) the program will be carried out over three years;
(iii) The awards will be held for approximately eight weeks over
the summer period. During the first week, an orientation
session will provide the participants an introduction to
Taiwan ’ s science and technology policy infrastructure,
and orientation to the culture and language. The next
seven weeks will be spent on research activities at the
host institution in Taiwan;
(iv) CIHR-IG will oversee the selection process and contribute
up to CAD$5,000 per award to cover travel and partial
support for living expenses;
(v) The NSC-DOIC will coordinate the participant ’ s stay in
Taiwan and provide with an assistance fund of TWD 50,000 TWD
(i.e. TWD 40,000 after 20% tax deductions) to cover
additional expenses such as lodging and research visits.
2. PROGRAM DELIVERY
(a) The Participants understand that:
(i) CIHR-IG will initiate and manage a competitive process to
identify, on an annual basis, up to 10 Canadian graduate
students for the Summer Program in Taiwan;
(ii) Once the competitive process is completed, CIHR-IG will
recommend the selected candidates for NSC-DOIC approval.
The following timeline is indicative of the steps of the
competition cycle:
Launch of the initiative: {early September}
Request for applications (deadline): {early January}
Review of applications (CIHR-IG): {early March}
Recommendation to NSC-DOIC: {Mid of March}
Notification of decision: {early April}
Commencement of funding: {May 1st}
(b) The Participants understand that CIHR-IG and NSC-DOIC will
highlight this funding opportunity on their web sites and
notify their respective research networks.
3. ADMINISTRATION OF GRANTS & AWARDS
The Participants understand that the CIHR-IG will follow the
terms and procedures of CIHR ’ s Grants and Awards Guide
(http://www.cihr-irsc.gc.ca/e/805.html) in carrying out this
MOU.
4. FINANCIAL CONTRIBUTIONS
The Participants understand that the CIHR-IG and NSC-DOIC
will provide a total funding of, respectively, up to CAD
150,000 and TWD 1,500,000 over the next three years as
illustrated below.

Note: CIHR-IG ’ s fiscal year is from April 1st to March
31st. NSC-DOIC ’ s fiscal year is from January 1st to

5. METHOD OF PAYMENT
The Participants understand that CIHR-IG and NSC-DOIC will
provide their contributions directly to the awardees.
6. COMMUNICATIONS
(a) The Participants will work together on every public
announcement, publication, or other communication activity
concerning this MOU.
(b) The Participants intend to facilitate, to the best of their
abilities, the involvement of all appropriate
representatives in the announcement/news release.

8. ENTRY INTO EFFECT, AMENDMENT AND TERMINATION
(a)This MOU will take effect on the date of the last signature
by all Participants and will remain effective for three
years.
(b) The Participants may terminate this MOU by giving a ninety
(90) days written notice to the other Participant.
(c) The Participants may amend this MOU upon their mutual
written consent.

SIGNED in duplicate at Ottawa, this 24th day of October 2011 and
at Taipei, this day of Novmber 2011, in the Chinese, English and
French languages, each version being equally valid.
