APPENDIX NO.7 TECHNICAL ASSISTANCE AND COOPERATION FOR SEDIMENT-
ATION PROJECTS IN TAIWAN
I.PURPOSE OF THE APPENDIX
1.This Appendix authorizes the American Institute in Taiwan (AIT
) to perform the following reimbursable services for the Taip-
ei Economic and Cultural Representative Office in the United
States (TECRO formerly CCNAA) under the Agreement:
a.Develop engineering techniques to control and reduce reserv-
oir sediment inflow;
b.Develop management guidelines and techniques to reduce rese-
rvoir sediment inflow;
c.Develop computer simulation model to improve sedimentation
management techniques;
d.Develop reservoir sedimentation survey techniques and guide-
lines;
e.Develop training programs and provide technology transfer p-
rograms through training courses and on-the-job training.
The techniques, guidelines, model, training and technology tr-
ansfer programs being developed under this Appendix are for t-
he benefit of the Ministry of Economic Affairs (MOEA) and oth-
er organizations in Taiwan. To accomplish the purpose of the
Appendix and meet MOEA's actual needs, the Bureau of Reclamat-
ion (Reclamation), acting for AIT, will prepare a Master Plan
of Study (the "Study"), the contents of which will be determi-
ned by Reclamation and MOEA within ninety (90) days after the
signing of this Appendix. Moreover, pursuant to MOEA's budget-
ary requirements, Reclamation will submit its services propos-
al on an annual basis for MOEA's review before July of each y-
ear.
2.The MOEA, acting through TECRO, will perform the following ta-
sks for Reclamation at no cost to AIT or Reclamation:
a.Evaluate effective dredging and flushing techniques to redu-
ce reservoir sedimentation;
b.Provide information and data regarding Taiwan needed for Re-
clamation to carry out the services specified in Item 1.
3.Reclamation, acting through AIT, will provide the following i-
tems for MOEA at no cost to TECRO or the MOEA. The estimated
annual and total costs to be borne by Reclamation are $75,000
and $300,000, respectively:
a.Provide literature review regarding reservoir sedimentation
removal techniques, utilization of dredged materials, and e-
nvironmental impacts;
b.Provide Taiwan with storage capacity preservation guidelines
;
c.Provide literature review regarding sediment inflow predict-
ive models and methods;
d.Provide literature review and evaluation of sedimentation s-
urvey techniques;
e.Provide Taiwan with reservoir sedimentation simulation model
.
II.Estimated Cost of Services
The estimated reimbursable annual costs for the services to be
provided by AIT are US $ 250,000, and the total estimated reimb-
ursable costs for the 4-year service are US $ 1,000,000 (one mi-
llion U.S. dollars). AIT will bill TECRO for actual costs incur-
red, but these costs are not to exceed the estimated annual cos-
ts. These costs include base salary, benefits, administrative o-
verhead, travel, per diem, computer and other associated costs.
The actual annual costs, however, are subject to the available
funding provided by MOEA and the services provided by Reclamati-
on pursuant to the Study.
III.Financial Provisions
Payments and other financial arrangements shall be as set forth
in Article VII, as amended, of the Agreement.
IV.Liaison
Chih Ted Yang will serve as the Reclamation Liaison Officer for
AIT, and Cheng-Daw Hsieh will serve as the MOEA Liaison Officer
for TECRO to coordinate activities specified in this Appendix.
Depending upon the needs, an annual or every-other-year meeting
may be held, and the cost of attendance at the meetings will be
borne by the participating countries.
V. Duration
This Appendix will become effective upon the date of the last s-
ignature of the duly authorized representatives of TECRO and AIT
, and will remain in effect until the services described herein,
or as amended, are completed. The estimated duration is 4 years.
Either party may terminate this Appendix as provided for in Art-
icle XII of the Agreement.
