1 Signed on September 19 ,2002; Entered into force on September 19 ,2002.
 
The Moscow-Taipei Economic and Cultural Coordination Commission
and the Taipei-Moscow Economic and Cultural Coordination Commis-
sion (hereafter referred to as "the Contracting Parties"), desi-
ring to strengthen and develop cooperation in the field of small
and medium business, have agreed as follows.
Article 1
In accordance with their current laws well as their financial a-
nd human resources, the Contracting Parties shall promote bilat-
eral cooperation with the aim to support and develop small and
medium enterprises (hereafter referred to as SMEs) in the follo-
wing major fields:
1) exchanging of information concerning SME development experie-
nce, goverment support system, relevant legislation, potenti-
al markets and opportunities for SMEs;
2) organization of bilateral seminars? Workshops or meetings to
discuss practical SME issues for the purpose of sharing expe-
riences;
3) promotion of SME cooperation between the Contracting Parties
by establishing joint ventures, technical cooperation and ot-
her kinds of ties;
4) organization of various training programs to develop the pro-
fessional expertise in the fields of SME human resources, in-
ternational marketing etc.;
5) development of financial/investment and other support progra-
ms for the enhancement of SME development;
6) Building of a mechanism for business match-making to identify
potential partners.
Article 2
The Contracting Parties will resolve all issues pertaining to t-
he cooperation in the field of SMEs through their respective re-
presentative offices in Taipei and Moscow.
Article 3
This Memorandum of Understanding shall enter into force on the
date of its signature and remain valid for a period of three ye-
ars. It shall be automatically extended for another three years,
if neither Party serves a written notice six months in advance
of its termination.
The termination of or amendment to this Memorandum of Understan-
ding shall have no effect on the obligations already fulfilled.
Any amendment to this Memorandum of Understanding agreed upon by
the Contracting Parties shall be effected by an Exchange of Let-
ters between them.
IN WITNESS WHEREOF, the undersigned, being duly authorized, have
signed the Memorandum of Understanding.
Done in duplicate in Moscow, in the English, Russian and Chinese
languages, all three texts being equally authentic, this 19 day
of september, 2002. In case of any divergence of interpretation,
the English text shall prevail.
