1.Signed on October 1, 2005; Entered into force on October 1, 2005.
 
Recognizing the mutual benefits of scientific and educational
exchange under mutually agreed administrative procedures, the
National Science Council of Taiwan and the Institute of Applied
Technologies of Abu Dhabi, hereinafter referred to as "The
Parties", have concluded the following terms for their
association.

1.Exchange Visits
Both Parties will facilitate collaboration between accredited
specialists across scientific disciplines of common interest,
subject to the laws and regulations under which they operate,
and subject to the financial limitations of each Party.
The form of scientific contacts may include:
1.1 Study Visits
Both Parties shall assist in promoting exchanges at graduate
level, or equivalent and for Scientists and Engineers in
pursuing their specialist interests, and shall be known as
Study Uisits. The key objectives are to enhance research
capabilities of individual scientists, develop international
collaborative links, and enable participation in
international programmes. The visiting Party will be
responsible for all personal expenses including
international airfares, local transportation, insurance and
living allowance for its representatives.
1.2 Fellowship Visits
Both Parties shall assist in promoting visits at graduate
level, or equivalent, and for Scientists and Engineers to
carry out research projects or update their professional
skills, and shall be known as Fellowship Visits. The
visiting Party shall pay all personal expenses, including
international airfares and local spending.
The host Party shall assist with accommodating visitors and
administrative procedures, as deemed appropriate.
1.3 Joint Research Projects
Both Parties shall encourage their institutions and research
organizations, to participate in joint scientific and
educational research activities. The visiting Party shall
pay all expenses for the visit, including international
airfares and local costs. The host Party shall assist with
accommodating visitors and administrative procedures, as
deemed appropriate. Each Party shall be responsible for
securing all necessary funding in order to support their
defined responsibilities within the project.
Official visit expenses referred to above do not cover the
costs incurred by any accompanying dependents, or visitor's
tuition, insurance, or medical fees.

2. Joint Ventures in Science and Technology Educational
Development
2.1 Research and Development
Both parties shall jointly undertake agreed Research and
Development activities, specifically covering the areas of
Applied Science and Technology.
2.2 Joint Activity and Investment in Science Business Parks
Both parties shall share their knowledge and skills
including personnel training, infrastructure design,
implementation and management, and related issues. Mutual
interests in the establishment of Science Technology and
Industrial Business Parks may be further explored as
strategic demand develops.
2.3 Educational Development
The Parties shall jointly design specialist development
programmes for the purpose of enhancing professional skills
of the Exchange Delegates referred to under the terms of
this MOU. The programmes referred to herein shall be applied
to support the development of scientific and technological
study programmes in schools, colleges and universities in
both countries. Further, the Parties shall work together to
establish approved teaching and learning methodologies based
on international accreditation standards, and shall cover
the areas of curriculum development, assessment, learning
resources and related issues.

3.Intellectual Property
Both Parties shall discuss the ownership and disposition of
nay intellectual property that may arise from the joint
activities and each Party shall consent to respect and protect
the intellectual property rights of the other in all dealings.

4.Representatives of the Parties
Hussain Ibrahim Alhammadi shall act as the official
representative of the Institute of Applied Technologies of Abu
Dhabi and Mr. Maw-Kuen Wu shall act as the representative of
the National Science Council of Taiwan with respect to the
undertaking and arrangements expressed in this MOU.

5.Communications
The Parties agree to work together, in order to establish an
online communication system and so enable access to a research
network and related facilities to be installed within the
premises of the Parties.

6.Validity
This Scientific and Educational Cooperation arrangements shall
take effect upon siguature. It shall be implemented directly
between:
The National Science Council of Taiwan and The Institute of
Applied echnologies of Abu Dhabi.
It is open to either Party at nay time to submit proposal or
recommendations for amendment or modification to the
Scientific Cooperation agreement Either Party may terminate
this Scientific Cooperation Arrangement by giving three months
written notice to the other Party.

Signed in duplicate, in English, in Abu Dhabi, this day of
October 1st 2005.
