MEMORANDUM OF UNDERSTANDING BETWEEN THE GOVERNMENT OF THE REPUBLIC OF CHINA (TAIWAN) AND THE GOVERNMENT OF THE FEDERATION OF ST. KITTS AND NEVIS ON HUMAN RESOURCES DEVELOPMENT

Since the establishment of diplomatic relations between the
Republic of China (Taiwan) and the Federation of St. Kitts and
Nevis in 1983, the two countries have enjoyed profound and solid
relations. Therefore, both countries would like to further
consolidate the existing foundation of cordial relations and
mutually beneficial cooperation.
The government of the Republic of China (Taiwan) takes great
assurance in the appreciation expressed by both the people and
government of the Federation of St. Kitts and Nevis on the
successful implementation of the Human Resource Development
Program over the last ten years. The Program has tremendously
contributed to the development of human resources and has
benefited both teachers and students of all levels in the
Federation. With a view to assisting the Federation of St. Kitts
and Nevis in laying the foundation of its national development
by nurturing professionals at the grassroots, the government of
the Republic of China (Taiwan) agrees to embark upon a new human
resources development project.
The government of the Republic of China (Taiwan) and the
government of the Federation of St. Kitts and Nevis have agreed
to launch the 2009-2013 Human Resources Development Program. The
government of the Republic of China (Taiwan) shall provide an
annual budget of up to one hundred thousand American dollars,
depending on the needs of the development programs of the
Federation of St. Kitts and Nevis, for such initiatives as
student scholarships, teacher training, high school agricultural
vocational training, etc. The Program shall be implemented
according to the actual relevant proposals and the amount of
budget allocated for the projects, which may be reviewed and
decided upon by both of the governments as per the needs of that
specific year.
This Memorandum of Understanding shall come into effect on the
date of signature.
Signed in duplicate in the English and Chinese languages, with
each version being equally valid, in Basseterre on the 10th day
of the 9th month in the ninety-eighth year of the Republic of
China (Taiwan), corresponding to the 10th day of 9th of the
year two thousand and nine in the Gregorian calendar.
