Dear Mr. Stephens,
I have the honour to notify you that the government of the Repu-
blic of China has ratified the protocol concluded between the C-
anadian Chamber of Commerce and the China External Trade Develo-
pment Council (CETRA) for the organization of a system of inter-
national customs deposits in respect of carnets for temporary a-
dmission of goods between our two countries.
In this connection I am very glad to confirm, on behalf of my g-
overnment, the understanding reached in the above-mentioned pro-
tocol and that China External Trade Development Council is the
only designated guaranteeing association in our part entitled to
issue customs carnets and give its guarantee starting from today
. The carnets will be issued as soon as forms are printed and r-
eady for use.
I also want to inform you that our government accepts the Canad-
ian Chamber of Commerce as the only organization designated by
the government of Canada to issue customs carnets and give its
guarantee starting from today.
I avail myself of this opportunity to renew to you the assuranc-
es of my highest consideration.
