The Ministry of Foreign Affairs presents its compliments to the
Embassy of the United States of America and, referring to the
latter ’ s Note No. 23 of July 31, 1970, in regard to the
agreement by the Government of the United States of America to
amend, on the basis of reciprocity, the Sino-American Reciprocal
Arrangements for the Issuance of Non-immigrant Visas to include
five additional visa classifications, has the honor to state as
follows:
1.The Government of the Republic of China expresses its
agreement to the stipulation that L-1 and L-2 classification
visas will be issued valid up to 48 months but not beyond the
period approved by the Immigration and Naturalization Service.
2.It has been some fifteen years since the Sino-American
Reciprocal Arrangements for the Issuance of Non-immigrant
Visas came into effect on April 1, 1956. During this period,
the arrangements have been amended three times. For this
reason, the Ministry has the honor to review the current
arrangements governing “ fee ”“ validity of visa ” and “
number of times visas may be used ” for non-immigrant visas
to be issued by the Government of the Republic of China to
American nationals and recapitulate the salient points thereof
as follows:

It is hoped that the Government of the United States of America
will also review and recapitulate the salient points with regard
to the fees to be charged and the validity of the visas to be
issued to Chinese nationals applying for admission into the
United States of America as non-immigrants.

The Embassy of the United States of America presents its
compliments to the Ministry of Foreign Affairs of the Republic
of China and has the honor to refer to the Ministry ’ s Note
