Article 1
These Regulations are duly enacted in accordance with Article IX, Paragraph I of the Medal Award Act.
Article 2
National Science Council (hereinafter referred to as the “NSC” or “National Science Council” in full) confers Science Profession Medal (hereinafter referred to as the “Medal”) upon those who meet the requirements enumerated below:
I. A person who has made an extraordinary contribution to the planning or implementation of research & development in science.
II. A person who has offered innovative opinions or proposals which prove to have yielded extraordinary benefits after being reviewed or implemented.
III. A person who has made an extraordinary contribution to prevention, control and settlement during a major calamity while implementing scientific & technological tasks.
IV. A person who has made an extraordinary contribution to performance in science and technology related public services.
V. A person who has made an extraordinary contribution to
science-related administration and thus deserves commendation.
Article 3
All accolades are pinned onto the lapel and hanging on silk ribbons.It is impossible for an individual to receive two types of accolades on the basis of the same achievement in accordance with the Medal Award Act.
The styles and illustrations of the medals mentioned in the preceding paragraph are enumerated in Appendix No. I.
Article 4
A Medal conferred under these Regulations shall be accompanied with a Medal Certificate as illustrated in Appendix No. II. A foreign awardee may receive a Medal Certificate in English, in the specimen as shown in Appendix No. III.
Article 5
The medals shall be conferred by the National Science Council on its initiative. The National Science Council may, as well, accept recommendations for worthwhile awardees.
The staff members of the National Science Council may be recommended as hopeful awardees by the units in which they serve. The personnel serving with the organizations under the National Science Council may be recommended by the organizations in which they serve.
Hopeful awardees serving with organizations other than those mentioned in the preceding paragraph may be recommended by the organizations (institutions) or groups concerned.
An applicant for conferment of these medals is requested to fill out the Application for Conferment of Science Profession Medal, in the format as shown in Appendix No. IV and to submit the supporting certificate(s) verifying his/her achievements.
An organization, unit or group who offers a recommendation shall strictly check and verify the facts regarding the award and shall provide concrete remarks and comments.
Article 6
For conferment of the Medal, the National Science Council will organize the Review Task Force. The recommended candidates who satisfactorily pass the review process and who are officially accredited by the Minister of the National Science Council will receive the Medal in the open conferment ceremonies.
The Review Committee mentioned in the preceding paragraph is made up of 9~11 Committee members. The Minister of the National Science Council will assign one Vice Minister to serve as the Convening Committee Member who will invite scholars and experts as well as the department heads of the National Science Council to organize the Review Committee. A meeting convened by the Review Committee calls for the minimum quorum of Committee members who represent one-half of the total number of the Committee member seats. A decision shall be resolved by a two-thirds majority vote cast by the participating Committee members. The Committee members in charge of the review process may conduct review on-the-spot as necessary.
Article 7
An awardee who proves worthy of the Medal under these Regulations may receive the Medal within one year after he or she dies through his or her spouse or family members by the order as defined under Article 1138 of the Civil Code.
Article 8
An organization, unit or group who has recommended a candidate for the Medal but has noticed any fact that would untowardly affect the deeds or contribution under these Regulations before the Review Committee resolves the final award decision shall inform the National Science Council forthwith and may withdraw the recommendation as necessary.
Article 9
These Regulations come into enforcement upon the date of promulgation.
