Chapter 5 – Penal Provisions
Article 18-1
A person who compromised the normal functionalities of a national launch center, or a satellite mission operation center or its equipment of Taiwan Space Agency by theft, destruction or other illegal method shall be punished with imprisonment for not less than one year and not more than seven years and, in addition thereto, may be fined up to ten million New Taiwan Dollars.
A person who has committed the offenses in the preceding paragraph with an intention to compromise national security or social stability shall be punished with imprisonment for not less than three years and not more than ten years and, in addition thereto, may be fined up to fifty million New Taiwan Dollars.
In case of disaster caused by a circumstance described in the preceding two paragraphs, the punishment shall be increased by a half. In case of deaths caused due to these circumstances, the violator shall be punished with life imprisonment or imprisonment for not less than seven years, and in addition thereto, may be fined up to one hundred million New Taiwan Dollars. In case of serious injury caused due to these circumstances, the violator shall be punished with imprisonment for not less than five years and not more than twelve years, and in addition thereto, may be fined up to eighty million New Taiwan Dollars.
An attempt to commit an offense in the first and second paragraphs shall be punished.
Article 18-2
A person who compromises the normal operation of the functions of the core information and communication system of a national launch center, or a satellite mission operation center or its equipment of Taiwan Space Agency in one of the following methods shall be punished with imprisonment for not less than one year and not more than seven years and, in addition thereto, may be fined up to ten million New Taiwan Dollars:
1. breaching the computers or relevant equipment by entering the user ID and password thereof without a legitimate reason, bypassing the protection measures of the computers in use, or taking advantage of loopholes in the computer systems.
2. Interfering with the computers or relevant equipment thereof with computer programs or by other electromagnetic method without a legitimate reason.
3. Acquiring, deleting or modifying the electromagnetic records of the computers or relevant equipment thereof without a legitimate reason.
The above shall also apply in a case where a person who produces computer programs solely for facilitating the offenses in the preceding paragraph to be used by him/herself or others for commission of the offenses in the preceding paragraph

An attempt to commit an offense in paragraphs 1 to 3 shall be punished.
Article 19
Violation of Article 11, paragraph 1 by launching a launch vehicle in the territory of the Republic of China without permit is subject to imprisonment for not more than five years, or in addition thereto, a fine of not less than NT$1 million and more than NT$10 million may be imposed.
Article 20
Violation of Article 13, paragraph 2 by not providing information to the government or authorizing another person for use and failing to act as ordered by the competent authority within the specified time limit is subject to a fine of not less than NT$500,000 and more than NT$5 million.
Article 21
Violation of Article 10, paragraph 1 by not completing registration is subject to a fine of not less than NT$200,000 and more than NT$2 million.
