These Regulations are established in accordance with Article 10, paragraph 3 of the Space Development Act (the "Act")

For registration of launch vehicles and spacecraft, the competent authority shall invite scholars and experts specialized in the relevant fields to form a review panel, joined by relevant authorities, to perform reviews.
Reviews of registration in the preceding paragraph include configuration safety reviews to determine compliance of safety and specifications of specific launch vehicles and spacecraft.
